FDC Scope Anticipate and Determine the Direction of Existing, New and Emerging Technologies, and Related Issues, and Spearhead their Investigation and Development by IEEE Act as Facilitator in Creating a New TAB Technical Community Technologies: Cloud Computing Green ICT Internet of Things Life Sciences Smart Grid Software Defined Networks Rebooting Computing Transportation Electrification World Challenge: “Growing Urbanization: Smart Cities” (Added late 2013 replaces Smart Grid as it transitions out of FDC) Help develop Business Plan for Technical Community and forward to TAB Management Committee 1/16/2019

4 Proposed FDC Charter Change Highlights
Increase FDC members from the current 9 members (Including the chair) to a maximum of 21 members. Justification: FDC New Initiative Working Groups has grown from a beginning of (1) in steady state to a total of (8) in steady state. FDC member oversight is needed through an initiatives incubation to launch progression. Include the IAB as members of FDC whose purpose is to conduct independent research for FDC, and then work with the FDC during technology discussions. Details The FDC composition is as follows Up to 13 members at large in total: This includes FDC Chair, and up to an additional 12 members at large. This represents an increase of 4 members 4 of the 13, not including the chair may be sitting members of TAB. 8, not including the chair may not be sitting members of TAB. The IAB, now included in the FDC charter as a subcommittee of FDC may have up to 8 members. These 8 members are NON VOTING members of the FDC. Through SPC The FDC chair has the freedom to populate the FDC members at large and the IAB subcommittee up to 21 total members including the chair. FDC can conduct external meetings (events) The Chair may be reappointed for one additional term, consistent with the SPC charter FDC may conduct up to 2 face to face meetings. TAB Financial Impact: $80k 1/16/2019

5 TAB MOTION: ENDORSE REVISIONS TO TAB OPERATIONS MANUAL 3.25 – IEEE FUTURE DIRECTIONS COMMITTEE CHARTER PROs: Support growth and incubation of technical communities Expand knowledge base of volunteer leadership in Future Direction activity by expanding the number and depth of individual expertise Increase number of key volunteers in order to improve initiatives Add industry experts to assist in identifying research gaps Clarify number of meetings, appointments and terms of office CONs: Increase committee composition Adds financial expenses related to in person meetings 1/16/2019

6 MOTION (cont’d): FINANCIAL IMPLICATIONS: Maximum of $80K for 2 face to face meetings. STRATEGIC IMPACT TO TA AND/OR RELATIONSHIP TO THE STRATEGIC PLAN: Aligns with Technical Community core principles: Community through leadership and incubation efforts Competency through workshops and conferences Curation of information via portals and digital media Connection between individual leaders in future directions areas Content development through conferences IMPLEMENTATION TIMELINE: Once approved by TAB and start of committee year- 1 January 2014 1/16/2019
