3 Overview Mission To provide as part of the European Statistical System credible and good quality statistical services adequate for users’ needs about the state and changes of society, economy and environment. Main tasks Development, production and dissemination of European and national statistics.

Hungarian Act on Statistics (Act XLVI of 1993) Act on the Right of Informational Self-Determination and on Freedom of Information (Act CXII of 2011) Regulation on European Statistics (223/2009/EC European Parliament and Council Regulation) Legal status Professionally independent governmental office; Under the supervision of the Ministry of Public Administration and Justice Has its own chapter in the State Budget; President and Deputy Presidents are appointed by the Prime Minister for six years, renewable.

Trade in goods statistics: Global standard: International Merchandise Trade Statistics (IMTS, UN) EU Regulations: hierarchy of legal instruments, directly applicable in all Member States Intrastat: Regulation (EC) No 638/2004 of the European Parliament and of the Council Implementing rules: Commission Regulation (EC) No 1982/2004 Extrastat: Regulation (EC) No 471/2009 of the European Parliament and of the Council Implementing rules: Commission Regulation (EU) No 92/2010 and No 113/2010. Other regulation with important statistical relevance: Council Regulation (EEC) No 2913/92 of 12 October 1992 establishing the Community Customs Code National legislation: National statistical data collection plan (government decree).

Trade in services statistics : Global standards: Manual on Statistics of International Trade in Services 2010 (MSITS, UN), Balance of Payments (BPM6) EU Regulation: (EC) No 184/2005 of the European Parliament and of the Council of 12 January 2005 on Community statistics concerning balance of payments, international trade in services and foreign direct investment. National legislation: National statistical data collection plan (government decree).

Within the Hungarian Central Statistical Office National Accounts Department: internal users - GDP, SUT etc. Within the Services and external trade department: tourism, transport statistics: input data Kopint Datorg kft (state owned but market oriented company): ~ 35 employees: data collection (goods and services) and processing (goods) services to HCSO Hungarian National Bank: Balance of Payments Hungarian Tax and Customs Office: provider of administrative data Ministries: users Large companies: data providers Trade associations, professional bodies: both users and data providers
