4 Stakeholder Engagement – The Process To Get To Here
How far has the outreach gone? CDE conducted five focus groups across the state with stakeholders to gain insights and feedback on the educator licensing rules. Fall of 2014: Western State in Gunnison, Pikes Peak BOCES in Colorado Springs, University of Colorado Denver, University of Northern Colorado in Greeley, and Mesa University in Grand Junction. Range of outreach strategies- reached about 3,600 people CDE direct notification Posting about focus groups via the SCOOP Online survey posted for feedback: Open Oct.- Nov respondents provided 788 comments in the survey 4

5 What It Is Review of all educator preparation rules for alignment with statute and best practice Colorado Statute, including SB Colorado Academic Standards Early Childhood Education (Competencies) Clarification of rule in the event it is unclear or no longer relevant Sending in hardcopy transcripts or applications Opportunity for stakeholder input, feedback and direction for today and tomorrow 5

8 What It Is (cont.) This project is about the need for the education community (licensure rules and educator preparation entities across the state) to be on the same page and understand what teachers need to know and be able to do in order to ensure high levels of achievement for our students. 8

Update to Specific Rule - Discontinuance of Endorsements 5 year maximum time limit for discontinued endorsement and content assessments (from time of discontinuance) to be accepted by the Colorado Department of Education. Alignment of One Endorsement to Current Rule Gifted and Talented updates to align with updated rule 11

12 What It Is Not Rewrite of the 1991 Educator Licensing Act
Policy reform/ Legislative updates Addition or changes to the core licensing requirements Rules for hiring at a local level Addition of new endorsements not aligned to rule updates - we are certainly tracking these. Each individual one of these will undergo their own 6-8 month process of rule making which will require stakeholder engagement etc. Examples include: Adaptive Physical Education, Math Specialist, etc. 12

13 What we need from YOU! Call for participation!
From the information collected, CDE began full analysis of stakeholder feedback January through April of 2015. Developed a draft of the existing rules. July 16, 2015: completed the first draft of the rules based on stakeholder feedback and evaluation of current initiatives and best practices and they are posted for review until August 10, 2015. While we are close, this is the most important time for your engagement and feedback.  13

15 Anticipated Project Timeline
Moving forward, the following is the project timeline: Draft Rule Stakeholder Feedback: Week of July 13,  CDE announced and posted a draft version of the rules in PDF format for stakeholder feedback. Stakeholders can review the document and provide additional feedback to CDE using a Google Form. CDE Informational Sessions: July 23 and August 4, CDE will host two information sessions. 15

16 Project Timeline (cont.)
CDE Reviews and Incorporates Feedback: Week of August 10, CDE will review the stakeholder feedback and incorporate suggestions as needed. Formal Rule Making Process with the Board of Education: September and ongoing. Once the stakeholder feedback is incorporated, CDE will engage in the formal rule making process as set forth by the Board of Education. This process will include opportunities for additional written feedback and formal rule making hearings. The timeline for the formal rule making process is tentatively scheduled for September through the remainder of 2015 16
