Steps Required to do Work with USDOT’s Operating Administrations 1. Acquire a Data Universal Numbering System (DUNS) identification number 2. Register on the Central Contractor Registration (CCR) system 3. Complete the Online Representations and Certification Application (ORCA)

3 Acquiring a DUNS Number To get a DUNS number in 5 days or less
The D&B D-U-N-S Number is a unique nine-digit sequence recognized as the universal standard for identifying and tracking millions of businesses worldwide. A DUNS number is mandatory to register in the CCR. To get a DUNS number in 5 days or less Get a D&B D-U-N- S Number 2. Get a D-U-N-S Number

6 Preferences for Different types of Small Businesses
Small businesses owned by socially and economically disadvantaged individuals can qualify for additional preferences in federal procurement Preferences for Different types of Small Businesses Government agencies are required by law to award a percentage of contracts to small businesses

Section 15(g) of the Small Business Act establishes the following minimum goals for the Federal Government: Small Business (All categories) – 23% Small Disadvantaged Business (SDB & 8a) – 5% Women-Owned Small Business (WOSB) - 5% HUBZone Small Business - 3% Service-Disabled Veteran-Owned SB - 3%

(STLP) DESCRIPTION PROVIDES A LOAN GUARANTEE ON A REVOLVING LINE OF CREDIT PRIMARY COLLATERAL IS RECEIVABLES FROM TRANSPORTATION CONTRACT(S) PARTICIPANTS CAN APPLY FOR RENEWAL FOR UP TO 5 YEARS

Cont. STLP Program Description MAXIMUM LOAN AMOUNT $750,000 SUBCONTRACT AT ANY TIER IN TRANSPORTATION RELATED FIELD APPLICATION FEE OF $ PAYABLE TO THE BANK INTEREST RATE BASED ON A VARIABLE RATE CONNECTED TO THE WSJ PRIME RATE

13 STLP ELIGIBILITY REQUIREMENTS
(a) CERTIFIED AS A DBE UNDER DOT CERTIFICATION GUIDELINES (49 CFR, PART 23 & 26) - OR - CERTIFIED BY THE U.S. SMALL BUSINESS ADMINISTRATION SECTION 8(A) PROGRAM, HUBZONE, DISABLED VETERAN OR SERVICE DISABLED VETERAN OWNED BUSINESS (b) HAVE A CURRENT TRANSPORTATION-RELATED CONTRACT (maintenance, rehabilitation, restructuring, improvement, revitalization) (c) MUST BE CURRENT ON FEDERAL TAXES

14 STLP ELIGIBLE ACTIVITIES
Maintenance, rehabilitation, restructuring, improvements, or revitalization of any of the nation’s transportation modes – public, commercial, Federal, State, or local agency Funds may NOT be used for: contract mobilization; equipment purchases or other long term uses; refinance of existing debts; payment of non-current taxes; distributions or other payments to stock holders

15 FUNDS ADMINISTRATION Funds are borrowed against each invoice
of the contract (s) Repayment occurs as the project owner or prime contractor pays the invoice. The payment is made jointly to the borrower and to the PL Bank and is sent to the bank, which repays the amount borrowed against the invoice and transmits the balance to the borrower

The STLP is administered by the DOT OSDBU through cooperative agreements between DOT and several STLP Participating Lenders (PLs) Florida: Continental Bank of Miami, Miami, FL Loan documentation and financing transactions are performed by the Participating Lender (PL) Loan application processing turnaround is days
