3 Summary of e-Government days in Slovenia 11.02.2008 and 12.-13.02.2008
Vice-President of EC and Commissioner responsible for Administrative Affairs, Audit and Anti-Fraud, Siim Kallas, attended the conference Not forget to mention, Mr Siim Kallas, Commissioner and VP of the EC, attended the Conference and had a speech about Alliance with users and participated at the press conference. 9 Summary of E-Government Working Group Meeting, 21.-22.2008
Regarding the attendance of the meeting. After the permanent decrease of participation of the group, we were glad to contribute to the new-found push of the group and proud to confirm the participation of 20 EU countries, together with 3 observing countries and representatives from EIPA and OECD. Meeting on April 2008: 20 EU countries + 3 observing countries (Croatia, Montenegro and Serbia) together with representatives from EIPA and OECD attended May 2008 50th DG Meeting eu2008.si

ACCORDING TO THE 49. DIRECTORS-GENERAL RESOLUTION ON eGOVERNMENT WG IMPORTANT CONCLUSION: The DG’s acknowledged the importance of the e-Government and are encouraging that work will be taken forward in the context of the network, bearing in mind the evaluation reorientation.

- Interoperability - eParticipation and eInclusion - Reduction of Administrative Burden - Support of i2010 eGovernment Action Plan According to working themes we covered the main working areas with priorities of our presidency………. May 2008 50th DG Meeting eu2008.si

13 E-Government Working Group Meeting - Topics
The eGovernment WG covered the following working topics: Further improvement of cooperation with other WG’s and organizations (OECD, Universities) Cross-border eServices (Slovenian Pilot project – presentation of the first results) Best practises and case-studies on eID (B, FI, PT) Learning Team for reduction of administrative burden for citizens - 18 countries participating Establishment of Centre for eGovernance Development - Further improvement of cooperation with other WG’s and other organizations we received information from other Working Groups. The representative of OECD presented us more global view at the eGovernment topic with a country strategy and approaches to improving user take-up and a new emerging common trends in eGovernment. An interesting presentation of so called Living-Lab organizations was from the representative of SLO University. Added values of the living labs are “better cooperation among people and institutions”, “fostering the innovative thinking”, “trying to overcome mental borders when actual borders in EU are dissapearing”. - Cross-border eServices (a Pilot project – presentation of the first results) covering the topic of interoperabilitiy we had a presentation from our representatives about the pilot project, of two pan-european services - which are developed in close co-operation with Austria, Estonia, Finland, Portugal (Those two services are: Announcement of temporary residence for students and registration of new single member company). - Best practises and case-studies on eID (B, NL, PT) Delegates presented us the case-studies of the Finnish implementation of similar two eID concepts with very different outcomes. The representative of Belgium shared with us the current situation of the STORK project (EU eID interoperability) which will presumably be starting at the end of May. The last case-study was the successful merging of 4 Identitity cards in 1 from Portugal (Citizen Card replaces ID Card, Taxpayer Card, Social security Card, National Health Service Card). - Learning Team for reduction of administrative burdens for citizens (focusing also on document of national approaches of stages of RAB) – already 18 countries participating We emphasized action-oriented concept of the newly formed LT , we also focused on document of national approaches of stages of RAB in EU countries. You will receive more detailed information about the LT from my colleague of the BR WG, Mr Matija Kodra. - Establishment of Centre for eGovernance Development May 2008 50th DG Meeting eu2008.si

14 E-Government Working Group Meeting Resolution - conclusions
Slovenian Presidency is keeping up the implementation of the i2010 eGov Action Plan, The importance of the initiatives, started during the Slovenian Presidency – presenting first operational Cross-border eServices Priority of the eGov WG is given to eDemocracy According to EU Council conclusions of March 2007 eGov WG emphasized the role of eGov in reduction of administrative burden. The group also recognizes and support the essential meaning of newly established informal Learning Team for reduction of administrative burden for citizens Acknowledgment of the effort of Slovenia in establishing the Centre for eGovernance Development - Slovenian Presidency is keeping up the implementation of the i2010 eGov Action Plan, - The importance of the initiatives, started during the Slovenian Presidency – presenting first operational - Cross-border eServices (registration of a temporary residence for foreign persons and the establishment of limited liability companies) - Priority of the eGov WG is given to eDemocracy as a promoter of transparency and public involvement in creation of policies and decision making - In the line of with the EU Council conclusions of March 2007 eGov WG emphasized the role of eGov in reduction of administrative burden. - The group also recognizes and support the essential meaning of newly established informal Learning Team for reduction of administrative burdens for citizens - Acknowledgment of the effort of Slovenia in establishing the Centre for eGovernance Development May 2008 50th DG Meeting eu2008.si

15 Centre for eGovernance Development - CeGD The Purpose and objectives
Strengthen the regional cooperation on the area of development of the ICT within public administration. Promote the development of the range of eGovernance programs Acts as a single regional coordination point in the network of programs and training nodes creating and transfering of knowledge concerning: e-governance, e-commerce and development of modern public administration and democracy in the region The last but not least important topic of the eGov WG meeting was the presentation of the recently established Centre for eGovernance Development for South-eastern Europe. This was also one of the main reasons that we invited the representatives of Croatia, Montenegro and Serbia to participate and to observe the meeting. From May 1st the Centre has been fully operational. …..Its purpose is to ….. May 2008 50th DG Meeting eu2008.si

to facilitate training with advising leaders and regional governments in the use of information and communication technologies to increase efficiency and to improve democratic and economic processes May 2008 50th DG Meeting eu2008.si
