Document No: GSC16-PLEN-26r2 Source: ARIB Contact: Kohei SATOH GSC Session: PLENARY Agenda Item: 6.1 Update ARIB Activities on IMT Standardization Kohei SATOH Managing Director, ARIB

2 Highlight of Current Activities (1)
The Advanced Wireless Communications Study Committee (ADWICS) is conducting technical studies on advanced wireless communication systems in cooperation with other related international/domestic organizations and is contributing to their international standardization activities ADWICS constitutes following four subcommittees IMT Partnership Subcommittee (3GPPs) Standardization Subcommittee (ITU-R WP5D) BWA Subcommittee (WiMAX, XGP, etc.) Mobile Commerce Subcommittee

3 Highlight of Current Activities (2)
The Standardization Subcommittee conducts technical studies on IMT and future IMT issues and promotes its standardization through contributions to ITU-R and other activities ARIB has transposed the Global Core Specifications listed on Sections and of the Preliminary Draft New Rec. ITU-R M.[IMT.RSPEC] to ARIB Standard ARIB new standards STD-T104 (LTE-Advanced) and STD-T105 (WirelessMAN-Advanced) were approved at the ARIB Standards Assembly held on 16th September 2011 In accordance with the liaison statement Document 5D/973, ARIB submitted the requested information (hyperlinks to the transposed material) to complete the transposition references for incorporation into the preliminarily agreed draft new Recommendation ITU-R M.[IMT.RSPEC] (Document 5D/1072)

4 Strategic Direction ARIB will contribute to form the goal of approval of the Draft New Recommendation on “Detailed radio interface specifications for IMT-Advanced [IMT.RSPEC]” in the Radiocommunication Assembly 2012 (RA-12) ARIB will also contribute to finalize the Preliminary Draft New Report on “Analysis and assessment of global broadband wireless services and marketplace for IMT [IMT.UPDATE]” in the 12th meeting of ITU-R WP5D ARIB will actively support that a new agenda item on IMT spectrum issues for the World Radiocommunication Conference 2015/16 (WRC-15/16) will be adopted in the WRC-12

5 Challenges With the goal of finalizing the Preliminary Draft New Recommendation [IMT.RSPEC], ARIB will exchange information and views and coordinate with other PSOs or other related groups through ITU-R WP5D, 3GPP and other regional activities such as APT Wireless Group and CJK Standards meeting

6 Next Steps / Actions ARIB will contribute to finalize the Preliminary Draft New Recommendation on “Detailed radio interface specifications for IMT-Advanced [IMT.RSPEC]” in the 12th meeting of ITU-R WP5D ARIB will also contribute to finalize the Preliminary Draft New Report on “Analysis and assessment of global broadband wireless services and marketplace for IMT [IMT.UPDATE]” in the 12th meeting of ITU-R WP5D ARIB will actively support that a new agenda item on IMT spectrum issues for the World Radiocommunication Conference 2015/16 (WRC-15/16) will be adopted in the WRC-12

7 Proposed Modification of Resolution GSC-15/1
Considering recent activities in ITU-R WP5D, 3GPP, PSOs and others on IMT-Advanced, Resolution GSC-15/01 (Continuing Cooperation on IMT Standardization) should be updated and modified as follows: To update “Recognizing part” as appropriate To add issues on a new agenda item on IMT spectrum issues for the WRC-15/16 in “Resolves part”

17 Machine to Machine (M2M) Activities in ARIB (1)
In the Past (before June 2011) Most of information on M2M was brought from 3GPP and 3GPP2 No significant activities on M2M were seen in ARIB Establishment of “M2M Study AdHoc Group” To promote the M2M standardization activities, “M2M Study AdHoc Group” was established on 22 June 2011 in ARIB Seventeen (17) 3GPP/3GPP2 Individual Members, who designate ARIB as Principal OP, and TTC are registered in the AdHoc Group The first AdHoc Group meeting was held on 5 July 2011 Responsibilities of “M2M Study AdHoc Group” Study on M2M standardization Promote and coordinate framework with relevant international standardization bodies on M2M standardization activities

19 Machine to Machine (M2M) Activities in ARIB (3)
Joint activities of ARIB M2M Study AdHoc Group and TTC M2M Consolidation Study Ad Hoc Group* ARIB and TTC have been jointly discussing about issues related to M2M standardization since July 2011. ARIB and TTC have been participating in meetings of Potential Partners for M2M Consolidation; 1st Face-to-face meeting in Seoul 2nd Face-to-face meeting in Washington DC Conference calls every Wednesday (24th Aug.- 14th Sep.) to discuss remaining issues (Structure, Participation, Funding, IPR) AHG to draft common outreach material to be used in Vertical outreach activities by 30th of September. After 1st Face-to-face meeting, ARIB/TTC M2M workshop was scheduled to be held on 30th September 2011 to draw attention to M2M consolidation activity from the vertical segment markets in Japan. However, this workshop was postponed until next November so that common outreach material can be well utilized for this activity in Japan. * TTC M2M Consolidation Study Ad Hoc Group was established on 6th July 2011.

20 Resolution GSC-15/01 on IMT Standardization (1)
Continuing Cooperation on IMT Standardization Recognizing: that Resolution ITU-R 56 describes a naming scheme for International Mobile Telecommunications whereby “IMT-Advanced” applies to those systems, system components, and related aspects that include new radio interface(s) that support the new capabilities of systems beyond IMT-2000; that Resolution ITU-R 57 outlines the essential criteria and principles that will be used in the process of developing the Recommendations and Reports for IMT-Advanced, including Recommendation(s) for the radio interface specification; that ITU-R Study Group 5 and ITU-T Study Group 13 are continuing studies on IMT (encompassing both IMT-2000 and IMT-Advanced); that ITU-R Study Group 5 is completing the evaluation of candidate technologies for IMT-Advanced; that core network(s) are increasingly becoming access technology agnostic; that IMT and other rapidly emerging wireless broadband access technologies will make high-speed wireless access services available where this was not previously possible, thereby enabling access to advanced telecommunication, computing and entertainment services and capabilities, not only for urban but also for rural and other low density environments; that WRC-07 identified some additional spectrum for the implementation of IMT systems; that work on evolution of the radio technologies may converge to use similar techniques; and that there are related international, regional and national research activities in this area. 20

21 Resolution GSC-15/01 on IMT Standardization (2)
Continuing Cooperation on IMT Standardization Resolves: to encourage 3GPP, 3GPP2, IEEE, Participating Standards Organizations (PSOs) and others to continue to work on enhancing the IMT standards as an essential part of future telecommunication, computing and entertainment standards; to encourage use of IMT technologies for broadband services; to encourage the harmonization of candidate proposals for the radio interface technologies for IMT and related networking standards; to invite 3GPP, 3GPP2, PSOs and others to take care of the evolution of the current systems and the long-term evolution for such systems taking into account copyrights, working procedures, IPR aspects etc. and report to the next meeting for review; to exchange information and views on candidate radio interface technologies for IMT-Advanced among PSOs allowing for efficient, effective and timely development of the IMT-Advanced standard and to continue this exchange for the detailed specifications for IMT-Advanced; to exchange information and views on the analysis and assessment of global broadband wireless services and consumer demand for IMT in line with the ITU-R ongoing work on this topic; to encourage the Task Force under the GRSC to actively help in the exchange of information and views mentioned in 5) and 6), with the goal of consensus building; and to review this Resolution at future GSC meetings as required. 21
