3 A few highlights since last year’s DMUC
Increase from 3 to 8 primacy agencies using CMDP in production, with 3 more expected over next 2-3 months Prime v0.8 Addressed issues from Fall ‘17 release Community Testing by ~250 users in 40 primacy agencies (Jan – Mar ‘18) Progress towards Sep ‘18 release Prime Data Exchange Solutions Defined vision in Fall ‘17 for uses of API web services and Virtual Exchange Services (VES) Test API development in progress & over the next few months Configuration on VES and pilot use by VA, UT in progress & over the next few months U.S. Environmental Protection Agency

4 SDWIS Prime: Modular Approach
SDWIS Prime was being developed using a modular approach using requirements gathered for each category of work performed by end-users Because of the variability among states, this approach added functionality that many states wouldn’t use, while not including many state-specific needs. It also wouldn’t allow delivery of Prime in the timeframe required to meet Primacy Agency needs. Development Approach Transitioning into Pilot Phase and into Implementation Phase Approach to developing SDWIS Prime evolved in April from a modular approach to focus on test cases for the Business Rules Engine (BRE). Approach is also evolving beginning with the test API delivery in September 2018 and proceeding into the future, to an emphasis on API development over UI development Completed User Interface (UI) will support BRE test cases 1 After completing functionality for remaining UI areas and BRE test cases during the Pilot Phase, development during the Implementation Phase will focus on: Building out APIs Maintaining the common UI code & facilitating states’ customization of the published UI code States can customize UI to meet individual primacy agency needs 2 This focus enables Primacy Agencies to utilize Prime sooner, and to have more flexibility with the UI 3 U.S. Environmental Protection Agency

Focus on implementing Prime early & with greater state flexibility in utilization States and EPA are experiencing an increasing need to move soon from SDWIS State to SDWIS Prime. Implementation Phase focus on published UI code with robust APIs will enable a quicker move to Prime, with more flexibility for states to meet individual needs. Allow Primacy Agencies to continue to capitalize on investments in their interfacing applications while tapping into key tools and functionality offered by SDWIS Core 05 Reduce dependency on specific vendors to support subsequent development activities via SDWIS API approach, maximizing flexibility and price competitiveness for future development 04 Support a distributed funding model in which states focus on customization/tailoring of SDWIS Common UI to meet their needs while EPA focuses on SDWIS Core capabilities 03 Ensure EPA maintains a core underlying infrastructure that preserves data integrity and compliance while improving data exchange capabilities, reducing outyear modernization costs 02 Empower Primacy Agencies to develop/integrate their systems or User Interfaces (UIs) using SDWIS Prime API capabilities 01 U.S. Environmental Protection Agency

September 2018 Release The following SDWIS Prime components will be delivered in September 2018: Compliance Monitoring Data Portal (CMDP) Business Rules Engine (BRE) Application Programming Interface (API) Virtual Exchange Services (VES) SDWIS Prime Common User Interface (UI) Ongoing support for agencies in production and moving towards productions 31 Test Cases (not including Surface Water Treatment Rule) One test API (Samples Data Upload) Configured to allow states to pilot use of VES to export data from Prime to state hosted repository Common front end interface to SDWIS Prime U.S. Environmental Protection Agency

9 Pilot Phase Highlights
Pilot Phase: October ‘18 through March ‘19 Requesting Primacy Agency participation (5-7 states, 1 EPA Region) in the Pilot Phase (and in providing input on the development of the Pilot Implementation Plan) Access by non-Pilot primacy agencies during the Pilot Phase EPA will provide access for Primacy Agencies wanting to explore Prime during the Pilot Phase – for purposes of better preparing for transition (not for testing & feedback) Development Priorities during Pilot Phase Complete the BRE (SWTR) Deliver remaining UI functional areas (System Admin, Enforcement, Dashboard Alerts) Accelerated delivery of APIs U.S. Environmental Protection Agency
