The majority of facilities work to comply with OSHA by implementing NFPA 70E. In some instances, however, facility managers (FM) seeking to implement these safety requirements face internal challenges. Lack of resources can be one challenge, but misconceptions also can prevent full compliance, specifically the beliefs that:
A, Electrical hazards are not really a problem.
B, Labelling and arc flash analysis is not mandatory and/or
costly.

The program is designed to assist in compliance with Occupational Safety and Health Administration’s Electrical Training, Selection and Use of Work Practices, Use of equipment, and Safeguards for personnel protection (OSHA) standards, 29 CFR – And NFPA 70E Electrical Safety in the Workplace. or

A documented system consisting of electrical safety principles, policies, procedures, and processes that directs activities appropriate for the risk associated with electrical hazards.
Electrically Safe Work Condition (ESWC), is a state in which an electrical conductor or circuit part has been disconnected from energized parts, locked/tagged in accordance with established standards, tested to verify the absence of voltage, and, if necessary, temporarily grounded for personnel protection.

Establish a written document of the company standards operation policy (SOP) regarding Electrical Safety that is:
Comprehensive with commitment
Reviewed and supported by management/stakeholders
Address all the key elements of ESP (See Slide 9 & 10)
Ensure full aligned with OSHA subpart S Electrical standards and NFPA 70E & 70B
Conduct arc flash Hazard, Risk Assessment and Analysis
Provide training annually and PPE to those effected
Review and update ESP if needed every 3 years.

Conclusion
In conclusion, it is my opinion that OSHA does drives the need for the ESP with the help of NFPA 70E, when it comes to an effective electrical safety program (ESP). To ensure safety of all those working with electrical equipment including maintenance personnel that they should be “Well Trained and/or Qualified” and have a basic knowledge on these codes and standards.
