In some instances, however, facility managers (FM) seeking to implement these safety requirements face internal challenges. Lack of resources can be one challenge, but misconceptions also can prevent full compliance, specifically the beliefs that: A, Electrical hazards are not really a problem. Answer: OSHA & NFPA As part of your organization/facility overall safety and health program, an electrical safety program (ESP) shall have been established. 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Comply with OSHA Electrical Sub Part “S” By following NFPA 70E 2018 Things you’ll need to build a successful ESP A documented system consisting of electrical safety principles, policies, procedures, and processes that directs activities appropriate for the risk associated with electrical hazards. Electrically Safe Work Condition (ESWC), is a state in which an electrical conductor or circuit part has been disconnected from energized parts, locked/tagged in accordance with established standards, tested to verify the absence of voltage, and, if necessary, temporarily grounded for personnel protection. Article 100 provides definitions for terms used in one or more of the chapters of this document. I.e Employer and employee responsibility, contractor, etc Article 110 provides general requirements for electrical safety-related work practices and procedures. Article 120 provides requirements for establishing an electrically safe work condition. I.e LOTO & Program, Testing, ESWC Article 130 provides requirements for work involving electrical hazards. 2018 NFPA Conference & Expo 2018 NFPA Conference & Expo Ready to begin Electrical Safety Program Establish a written document of the company standards operation policy (SOP) regarding Electrical Safety that is: Comprehensive with commitment Reviewed and supported by management/stakeholders Address all the key elements of ESP (See Slide 9 & 10) Ensure full aligned with OSHA subpart S Electrical standards and NFPA 70E & 70B Conduct arc flash Hazard, Risk Assessment and Analysis Provide training annually and PPE to those effected Review and update ESP if needed every 3 years. To ensure safety of all those working with electrical equipment including maintenance personnel that they should be “Well Trained and/or Qualified” and have a basic knowledge on these codes and standards.
