On content: CEA was challenging for the first RBMPs – but some work in many MS, “updates” underway (methodology, information) for the second RBMPs More information available on costs, but uncertainties regarding effects Very limited coordination at the river basin scale regarding CEA Working Group ESA, Edinburgh, 25/26th October 2012

4 Background: WFD-experience
On “process” - CIS: WATer ECOnomics working group: focussed on producing guidance on the first step (“economic analysis of water uses” – an initial assessment) After that, hesitation about guidance production Thus: “information sheets” produced on specific aspects (baseline scenario, cost recovery, environmental and resource costs), focussing on experiences by the MS, identification of common issues/best practice examples Similar to that: a “CEA document” was produced (as a policy summary based on a background report) Working Group ESA, Edinburgh, 25/26th October 2012

5 Options for the ESA-work programme regarding CEA (Art. 13)
From the new ESA-work programme: “Consider approaches to development and analysis of measures in close cooperation with WG GES and drawing on experience from the WFD/CIS, in particular: Socio-economic analysis of potential common measures needed to close the gap between BAU and targets for GES. Exchange of information and experience on approaches to assessing social and economic impacts of measures, including cost-effectiveness, cost-benefit analyses and application of disproportionate cost. 6 Land-based vs. Coastal/marine measures
Land-based measures: related e.g. to agriculture, industry etc. (very strong link to WFD) Coastal/marine measures: related to e.g. shipping, offshore activities, aquaculture In addition: cases where measures are coastal/marine but the related activities take place on land (e.g. to some extent marine litter) Working Group ESA, Edinburgh, 25/26th October 2012

What could be done esp. on CEA: A. "pure" exchange of experience on what the MS are doing regarding CE of measures B. build the link between WG-ESA and WG-GES regarding the assessment of measures C. Review potential common measures (at the EU-level) and give indications on their cost-effectiveness D. Produce an "information sheet" similar to the ones done for the WFD-economics E. Produce guidance on how to apply CE analysis in the MSFD-context Working Group ESA, Edinburgh, 25/26th October 2012

"pure" exchange of experience on what the MS are doing regarding CE of measures WG-ESA as a platform for presentations and discussions on problems encountered/solutions found while performing the CE analysis) at every WG-ESA-meeting but also through a specific workshop on "sharing approaches to specific measures and their assessment" just dedicated to this issue in late 2013/early 2014 (?) D. Produce an "information sheet" similar to the ones for WFD-economics: Not a “classical“ guidance document! Not “one more” general guidance on CEA - no “prescription of one method” But: provide general approaches/common understanding (as far as this is possible) and "good examples" from MS/regional seas, comparing methods/identifying common issues and ways to solve them, provide “main conclusions and next steps” Focus on specific issues/measures (?) E. Produce guidance on how to apply CE analysis in the MSFD-context Seems too ambitious/not useful: too many general methodologies available; too many “specific circumstances” in the different MS/regional seas Might be too “prescriptive”, leading into political discussions… Working Group ESA, Edinburgh, 25/26th October 2012
