4 Starting Points (before the project)
Provide information about graduation and dropout (all and students with disabilities) prior to requesting to participate in the TA Project with the NDPC- SD. Was graduation and dropout prevention/intervention on the radar in your county? Was the team aware of the data for the county? Who was assigned to this topic at the district or school level? What professional development had been implemented? Who was involved in any graduation/dropout efforts (county staff, administrators, teachers, families, students)? What did it look like? Use the chart that I provided to you in the first .

5 Professional Development
NDPC-SD Technical Assistance The NDPC-SD team came to WV to provide educators information and a blueprint for intervening to improve graduation rates and reduce dropping out. Loujeania Bost and Julia Wilkins shared background and comprehensive research about dropping out and graduation. The NDPC-SD identified 6 factors for dropping out: Attendance and Truancy Prevention, Behavior, Course Performance-Academic Content and Instruction, Student Engagement, Parent Engagement, School Climate. All presentations were posted on the WV site: In this section (next group of slides) describe what information was most pertinent to your district and what began to emerge as areas of focus. 6 Research From the research that was presented identify the research that you shared with others in your county, the research that particularly stood out for your team, new information that you learned, etc. If you researched further or had specific research that was not presented by the NDPC-SD, please identify that, too.

7 Dropout Factors Attendance and Truancy Prevention Behavior
Course Performance-Academic Content and Instruction Student Engagement Parent Engagement School Climate This slide indicates the 6 factors for students with disabilities. Discuss these in relation to your district and what you identified from your Data Probes Worksheet for your county. You may choose to use some of the specific data that was uncovered for the county or the school(s) individually.

8 Interventions The NDPC-SD staff presented comprehensive intervention ideas….more than anyone could use. Identify the interventions pertinent to your county or why you selected the interventions that you selected. If there are interventions from other materials or something developed within the county, then discuss those, too. The NDPC SD presentations are on the Google site

9 Key Data On this slide discuss the basis/justification for your plan development. What did the data say? The special education ADA (formerly CASADA) provides both graduation and dropout data for all students and the students with disabilities subgroups. Please discuss your county data in relation to the state data and other key district data that was a focus for determining your plan. The earlier slide (Starting Points) may guide some of your discussion. Which information on the private WVDE data site or ADA did you use?

10 Initial Plan Describe your initial plan developed by your team that you submitted initially to the WVDE. Please describe all components in summary format, including how you planned to use your funds from OSP. Were there any other committees/teams already in place at the county level that your team might coordinate with or join? What were the focus areas that the team identified and why?

11 Plan Revisions Once the WVDE staff reviewed the plans, a follow up phone conference was held for each county to both discuss the plan and to consider revisions. Many districts had large and extensive plans for countywide interventions that may/may not have focused specifically on students with disabilities or that might have been nearly impossible to implement. The calls were intended to have districts make sure they had a manageable plan that could both be implemented and where results could be compiled to determine progress or not. Districts then took a second look and made revisions. Describe changes to the original plan and how the revision may help with data collection and analysis.

12 Final Plan During the spring meeting of the intensive TA districts, county presentations indicated what the next steps were for their district. This is the plan that you (counties) have been implementing for this school year even if it is a continuation of what you have been doing. Make sure that you provide sufficient details to describe your interventions and activities.

13 Plan Evaluation and Adjustments
Phase I: Initial Plan Phase II: Revised Plan Phase III: Final Plan At each of the 3 plan development/implementation stages listed in the previous 3 slides, there was an evaluation component. Discuss the evaluations for each, results to date and emerging/current data that you are getting for this school year. Essentially, you have data points from the and the school year that you should be discussing since you provided the starting data in earlier slides. Discuss how your view of evaluation may have changed during this time period for this project.

14 County Developed Resources/Tools
Discuss and provide examples of any resources and/or tools that were developed or designed by your team in your district. If you did not have any additional tools, forms or resources, just say so.

15 WVDE: Cohort Document and Data
Discuss how your team/county/staff have used the Cohort lists to date. What are the best or most useful components of the cohort lists? What are our challenges with the site? What suggestions do we have for improving the cohort site? How have we used the cohort site for our dropout efforts? How have we used this information to address recovery/reentry of students who have exited? How is the cohort information helpful to our teams? How have we shared the cohort information with other school staff, board of education or community members (without violating confidentiality)? The Cohort data on the Private NCLB site is the place where students in each grade level cohort are identified and where enrollment codes are indicated, students who have dropped are identified, method of exit, etc. What role does the Cohort site serve to help us with improving graduation rates or to identify students to contact? What data entry problems in our district have been identified using this site? What potential uses do we anticipate for this information?

16 WVDE: Early Warning System Tool
Discuss how your team/county/staff have used the EWS to date. What are the best or most used components of the system? What are our challenges with the system? What suggestions do we have for improving the EWS? Do we use the system defaults or make changes to identify students approaching the default values? How is the grade vs. school level data used? How do we or have we used the resources available on this page (EWS document, How to Use the EWS, Balfanz Report, Interventions, Indicators documents)? How do we identify those students at risk but who don’t show up on the list? How have we (or not) used the SWD tab to identify students at risk? Has the EWS been a fair predictor of potential dropouts? If not, are there other factors that might be included? The EWS on the WVEIS WOW system (administrators and some others with permission) is the first level of investigation for districts to use to identify potential students who might be at risk of dropping out. It is not intended to label a child but to call attention to challenges a child may be experiencing. Just because they show up on the EWS list does not mean they will drop out. A deeper investigation as to the reason the child is on the list is warranted.

Please identify where the data was obtained (NCLB Private Data on Demand, Public Data, etc.). How do we share this data with staff, students, families, community members?

Specifically discuss any details that are significant for your county. Please identify where the data was obtained (NCLB Private Data on Demand, Public Data, etc.). There is a new page on the NCLB Private data site under Other Information: Dropout Rate that might be helpful. How do we share this data with staff, students, families, community members?

20 Data Trends-Other Provide other data (national, state, local, school) that is pertinent to share regarding trends, if any.

Present data that is current, but not finalized. What does the graduation/dropout or other data look like in real time for this school year.

How will our county continue to impact graduation/dropout? How will we continue our team meetings, intervention efforts, etc.? What grants do we have or have we applied for to assist our efforts? Is graduation/dropout now identified in our county budgets? Which areas will we focus on next to improve graduation and reduce dropout? How do we maintain progress in areas we have already addressed?
