Provide a legal system for the buying and selling of property

In the earliest North American settlements, few regulations existed.
Towns simply expanded as more people needed homes. Laws did not restrict where houses could be built.

State and community officials take a much more active role in controlling development by adopting comprehensive plans for future growth.

The U.S. government works with local housing agencies to help provide housing for those in need.

Residents usually pay a set percentage of their income for rent.

Established in 1990.
ADA has improved access for individuals with disabilities so that they can participate in community life without unnecessary barriers.
