Technical Council reviews proposal and may
Fully approve new TWG formation
TWG can immediately start doing technical work
Provisionally approve the new TWG
TWG can start meeting to complete Charter & Program of work
No technical work while provisionally approved
Send proposal back to submitters for further work, without any approval
If approved (full or provisionally) SNIA resources are allocated
