4 Radicalisation and extremist behaviour
‘Extremism is vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and mutual; respect and tolerance of different faiths and beliefs. (Prevent Strategy, 2011) Lessons from ‘Trojan Horse’ Responsibilities of the Designated Lead extended to include: Prevent Cascading of information to all staff, governors and volunteers The Trojan report highlighted the following concerns in Birmingham schools: Children were learning to be intolerant of difference and diversity By narrowing the curriculum the children were not having a broadening and enriching experience in school The young people were being encouraged to adopt an unquestioning attitude to a particular hard-line strand of Sunni Islam raises real concern about their vulnerability to radicalisation in the future. Trojan report – Ofsted inspectors look at PSHE provision when inspecting and make enquiries into how the schools is addressing extremism and safeguarding for students. Matters such as female genital mutilation, marital rape and forced marriage should also be discussed. Recommendation 9 – Ofsted should consider whether the existing inspection framework and associated guidance is capable of detecting indicators of extremism and ensuring that the character of a school is not changed substantively without following proper process. This includes ensuring that the appropriate boundaries for a non-faith school are not breached. It should also ensure that headteachers’ responsibility for ensuring that bi-annual Child Protection training is undertaken is reflected in the inspection process. All schools in England, whether in the state or independent sectors, including those with a faith ethos. Must expect that they will be inspected and assessed on their measures to protect their pupils from extremist material. Ofsted will introduce tougher standards from sept 2014 to ensure that schools support fundamental British values.

Key elements: Children were learning to be intolerant of difference and diversity; Narrow curriculum compromised learning experience and enrichments for pupils; Pupils encouraged not to question hard-line Sunni Islam attitudes and therefore were vulnerability to radicalisation; Ofsted to consider PSHE provision when inspecting and confirm how the school is addressing extremism and safeguarding pupils. Recommendation 9 – Ofsted to consider the adequacy of the existing inspection framework and guidance to detect extremism and if the character of a school has changed substantially without following proper process. (Have non-faith schools breached appropriate boundaries and has the headteacher ensured bi-annual Child Protection training?) All (state and independent) schools in England, to be inspected and assessed on their provision to protect pupils from extremist material. 6 Keeping Children Safe in Education
Replaces Safeguarding Children and Safer Recruitment in Education (2006): Governors and managers of schools to ensure all staff read at least part 1; All staff to be provided with: Child Protection Policy, Staff Behaviour Policy; All (including temporary) staff and volunteers to know who is the Designated Lead for Child Protection; All staff are advised to recognise that “it could happen here”.

Individual staff can refer pupils to Social Care directly Requirement for safer recruitment training remains. The CP Policy should be available publicly. CP files to be copied and transferred to a child’s new school separately from the main pupil file. CP files to be kept by the school, in compliance with Data Protection Act until the child reaches 25 years of age.

8 DBS Volunteers To be supervised unless they hold an enhanced DBS
Certificate Do not provide / assist with personal care, toileting, washing, bathing, dressing (even when supervised); . Are required to have an enhanced DBS certificate if they volunteer on more than 3 days in a of 30 day period (Safeguarding Vulnerable Groups Act 2006). Copies of documents that verify the identity of staff, their right to work in the UK and their qualifications can now be kept for the personnel file

9 Preventing CSE Resources include: Exploited video clip;
Post viewing and pre viewing letters; Secondary School resource pack; CEOP 'Exploited' film and resource pack awarded PSHE Association Quality Mark 'Exploited[External link]' is a resource pack which aims to help prevent child sexual exploitation by educating young people about how to stay safe. It was produced by CEOP[External link] (Child Exploitation & Online Protection Centre) with input from a range of national partners including the NSPCC, Brook, the Sex Education Forum and Barnado’s. The learning is based around an 18-minute film which helps young people avoid sexual exploitation. It educates young people to identify features of an exploitative friendship or relationship in contrast with the development of a healthy relationship, and gives them clear information about how to report abuse and access support. It also offers many opportunities to discuss peer influence and healthy and unhealthy relationships in a wider sense. This resource is designed to be delivered through structured sessions embedded in a progressive PSHE curriculum. This supporting Resource Pack provides adaptable session plans, photocopiable resources, and advice on delivery.
