1 SCAN-Tool for Linking Climate Action and the SDGs
May 21, 2018 SCAN-Tool for Linking Climate Action and the SDGs The SDG Climate Action Nexus (SCAN) tool: Mitigation actions Sofia Gonzales-Zuñiga (NewClimate Institute)

2 1. Introduction & Background

3 Introduction NewClimate Institute – Germany-based research institute active in international climate policy Central field of activity – Climate policies and development Capacity Development for Climate Policy (CDCP) project with focus on Georgia and Mongolia Ambition to Action (A2A) project Capacity Development for Climate Policy (CDCP) project with focus on Georgia and Mongolia Mongolia - Thematic priorities of the cooperation: Strenghening of capacities to implement ambitious climate change policies Updating the current NDC Reviewing the NDC based on (sectoral) Long-term Strategy elaboration results A2A Support and accelerate further development and implementation of NDCs in four partner countries Argentina, Indonesia, Kenya, Thailand

7 Why the SCAN-tool? We know we are not the first ones to look into the links between these two agendas... Main difference is the approach and objective: Starting point is climate action (not NDC text) Orientation is forward-looking or for planning (not mapping) We provide information on nature of the links (synergies and trade-offs) 7

8 Why the SCAN-tool? We know we are not the first ones to look into the links between these two agendas... Main difference is the approach and objective: Starting point is climate action (not NDC text) Orientation is forward-looking or for planning (not mapping) We provide information on nature of the links (synergies and trade-offs) Objective: “Provide policy makers and all users with high-level but comprehensive initial guidance on the links between climate (mitigation) action and the SDGs” 8

9 2. Methodology and approach

10 Methodology and approach
The SCAN-tool is based on existing literature that maps the nexus between climate action and specific development areas.

11 Methodology and approach
The SCAN-tool is based on existing literature that maps the nexus between climate action and specific development areas. Matrix that covers: 7 sectors (incl. mitigation categories & actions) 16 SDGs and their sub-targets

12 Methodology and approach

13 Methodology and approach
Links in the SCAN-tool are classified as: Positive (the mitigation action may support the achievement of the SDG target) Negative (the action may undermine the achievement of the SDG target)

14 Methodology and approach
Links in the SCAN-tool are classified as: Positive (the mitigation action may support the achievement of the SDG target) Negative (the action may undermine the achievement of the SDG target)

15 Methodology and approach
Links in the SCAN-tool are classified as: Positive (the mitigation action may support the achievement of the SDG target) Negative (the action may undermine the achievement of the SDG target)

16 Methodology and approach
Links in the SCAN-tool are classified as: Positive (the mitigation action may support the achievement of the SDG target) Negative (the action may undermine the achievement of the SDG target)

17 3. Key findings

18 Key findings Over 500 linkages between mitigation actions and the SDGs, across all sectors Generally, synergies outweigh trade-offs for all SDGs Results reflect literature available

19 Key findings Potential linkages with all 16 assessed SDGs
SDGs with most linkages: 8, 11, 9, 12 and 15 Few links to SDG 13 Some cross-sector SDGs with no or very few links

20 4. Making use of the Scan-tool

21 Visualisation interface

22 Visualisation interface

23 Using data from SCAN-tool directly (excel file)
Legend: 17: Partnerships for the goals No linkages 16: Peace, justice and strong institutions Only potential synergies Contingent: more synergies 15: Life on land 3: Good health & well-being Contingent: equal synergies & trade-offs Contingent: more trade-offs 14: Life below water 4: Quality education Only potential trade-offs 13: Climate action 5: Gender equality 12: Responsible consumption & production 6: Clean water & sanitation 11: Sustainable cities & communities 7: Affordable & clean energy 10: Reduced inequalities 8: Decent work & economic growth 9: Industry, innovation & infrastructure

24 5. Conclusions

25 Conclusions For all of the SDGs, synergies are likely to outweigh trade-offs The way a mitigation action is implemented has a strong influence on whether the impact on the SDG target may be negative, positive or neutral In reality, the linkages are highly context-specific; national circumstances and other factors will greatly influence the nature of the link Policymakers need to undertake further research to understand which links are most relevant to their situation The SCAN-tool can be thought of as an initial step on such a journey
