5. Issue three: freedmen?

6. For full credit (15 points)
The plan needs to be specific and address most of the questions for your issue
The plan/ rationale for your decisions needs to be clearly defended in a sentence or two.
When finished with the plan, create a name for it that reflects the goals and ideals of your plan.
