3 Programme 4 Mineral Policy & Promotion
Purpose To formulate mineral-related policies and promote the mining and minerals industry of South Africa, making it attractive to investors. Objective Through research, provide relevant information to enhance global competitiveness, review policies and formulate legislation to achieve transformation and attract new investment into South Africa’s minerals industry.

4 MINERAL POLICY AND PROMOTION Successes
Consultations held with communities on MPRD Amendments. MPRDA and MHSA amendment bills progressing well. A study on the impact of policy on investment has been completed. Beneficiation Strategy Implementation plans on Iron & Steel as well as Energy Commodities developed and approved by Cabinet. Implementation of economic partnerships - Participation in the KPCS and ADPA

Continuation of promotional activities eg. Publications Implementation of technical partnerships – partnerships with CGS, Mintek, Eskom On the environmental side: A sustainable development in mining strategy document as well as Mine Environmental Management Guidelines completed.

6 Challenges Retention and attraction of professionals
Attracting investment into the mining industry Gaps in legislation Finalisation of beneficiation implementation framework Rehabilitation of derelict and ownerless mine sites is slow, but over the past two years the following sites have been rehabilitated: Environmental provisions are pending the meeting of the Ministers. Originally they were removed in the previous draft but subsequently there is a requirement for them to be reinstated.

Rehabilitation of D & O mine sites- 12 sites will be completed in this financial year: 6 in Limpopo 5 in Northern Cape 1 in Eastern Cape A programme of verification of derelict and ownerless sites is currently in progress. A contingent liability report has been drafted. The majority of D&O sites being rehabilitated in Limpopo and the Northern Cape are asbestos mines. Penge mine site in Limpopo, Maretlwane Dump in Limpopo,108 Village Dumps in Limpopo, Cock in Limpopo, Mafefe (Kapa) in Limpopo, Kromellenboog in Limpopo, Vergenoeg in Northern Cape, Ga-Lotolo in Northern Cape, Lokaleng in Northern Cape, Prieska Town Parkland in Northern Cape, Prieska Old Hospital site in Northern Cape, Lusikisiki quarry in Eastern Cape

9 Corrective Measures Streamlined promotional activities to enhance the efficacy of promotion. Focus on proper alignment of branch programs to Government programmes and SOE’s. Beneficiation Strategy implementation plans – working on a comprehensive plan for all prioritized commodities. Amendments of Acts to address gaps. Verification in terms of how many D & O sites have been given prospecting rights, etc
