1 Understanding FSS Reporting Requirements and Composite Scores

2 Background Inventory Management System (IMS)/PIH Information Center (PIC) HUD form 50058, Family Report Family Self-Sufficiency (FSS) Addendum Discrepancies between number of FSS participating families found in PHA’s internal records and numbers in participating families in PIC submitted by PHAs. *IMS/PIC is HUD’s Management System that maintains and gathers data about PIH inventory of Housing Authorities; *HUD captures demographic and income data about residents that live in public housing and participants that receive HCV rental assistance; *PHAs that administer the FSS program report additional information about participating households into the FSS Addendum (Section 17) of the form, such as highest grade of education, sources of assistance received by the family, and the individual training and service needs of family members; The FSS Addendum is used to track the enrollment and progress of FSS participating families, monitor the outcomes of their FSS participation, and determine FSS funding decisions. HUD monitors PHA FSS programs through: Household data reported to Inventory Management System/PIH Information Center (IMS/PIC) on - HUD Form Family Report  - FSS Addendum (Section 17 of HUD Form Family Report)

4 PIH Notice – Reporting and submission requirements for the FSS Addendum; The “business rules” of submitting FSS addendum, and how to address certain error messages that you may encounter when transmitting information; Guidance on how to complete FSS reporting in IMS/PIC for certain conditions, such as portability, changes to head of households, families converting to a project-based program through the Rental Assistance Demonstration (RAD) program; and Examples of best practices by PHAs to improve accuracy of FSS information reported to HUD. The purpose of the Notice is to improve the accuracy of FSS information submitted into IMS/PIC. Today’s webinar will cover:

5 FSS Addendum Reporting Requirements
An FSS Addendum must be submitted to IMS/PIC: Within 60 days of a FSS Enrollment in or Exit from the program. FSS Progress: A progress report must be submitted at least once a year for each family. This requirement can be satisfied as part of: 1. FSS progress report submitted with annual reexamination (50058 Action Code 2) or 2. FSS progress report submitted with flat rent update (50058 Action Code 12). An updated FSS addendum is required for certain other actions, as specified in Table 1. Note: PHAs may – but are not required to – submit FSS progress reports at other times of the year to reflect update to a FSS participant’s progress towards goals.

10 Family Self-Sufficiency Performance Measurement System
On December 12, 2017 HUD published the Notice of Proposed New Performance Measurement System (“Composite Score”) for the Family Self-Sufficiency Program, available at the following link: /family-self-sufficiency-performance-measurement-system- composite-score. This new FSS performance measurement system, gives a composite score to PHAs with existing FSS programs with the exception of tribes and Moving to Work (MTW) agencies because they are not required or report differently in PIC. HUD may use this performance measurement system to determine future awards. As addressed above, under PIC Data, PHAs should work to ensure that PIC submissions are accurate and utilize the resources available to assist with correcting its data.

11 Purpose- Family Self-Sufficiency Performance Measurement System
U.S. Housing Act of Section 23 (i)(2) The information will help PHAs determine the extent to which PHAs are administering effective and impactful FSS programs that help participants to successfully graduate from the program and make progress toward economic security. The information will also help HUD understand the extent to which individual FSS program performance, and the performance of all FSS programs receiving HUD FSS coordinator funding as a group, improves or declines over time HUD plans to use the performance measures to identify high performing and troubled FSS programs. In the future, HUD will likely consider the FSS performance score of an FSS program in determining FSS funding awards. HUD may also use the rating system to identify PHAs that could benefit from technical assistance to improve their programs. Statute –The purpose of the FSS program is to promote the development of local strategies to coordinate the use of PH and Section 8 or certificate assistance with public and private resources, to enable eligible families to achieve economic independence and self sufficiency. 2 HUD has developed a new FSS performance measurement system to provide HUD, Congress, and public housing agencies (PHAs) with information on the performance of individual FSS programs. The information will help PHAs determine the extent to which PHAs are administering effective and impactful FSS programs that help participants to successfully graduate from the program and make progress toward economic security. The information will also help HUD understand the extent to which individual FSS program performance, and the performance of all FSS programs receiving HUD FSS coordinator funding as a group, improves or declines over time 23 (i)(2): Evaluate the effectiveness of the FSS program, competition based on successful and outstanding implementation by PHAs of local self-sufficiency program. Establish performance criteria for PHAs carrying out such local programs, and the Secretary shall cause such criteria to be published in the FS. l) REPORTS.— (1) TO SECRETARY.— Each public housing agency that carries out a local self sufficiency program approved by the Secretary under this section shall submit to the Secretary, not less than annually a report regarding the program. The report shall include— (A) a description of the activities carried out under the program; (B) a description of the effectiveness of the program in assisting families to achieve economic independence and self-sufficiency; (C) a description of the effectiveness of the program in coordinating resources of communities to assist families to achieve economic independence and self-sufficiency; and (D) any recommendations of the public housing agency or the appropriate local program coordinating committee for legislative or administrative action that would improve the self-sufficiency program carried out by the Secretary and ensure the effectiveness of the program.

12 Family Self-Sufficiency Performance Measurement System
Under the planned performance measurement system, at least once per year, HUD will analyze data collected through the PIC to calculate FSS performance scores for each FSS program for which sufficient data are available to calculate the score. A PHA's FSS performance score will be calculated based on three measures, weighted as follows: A. Earnings Performance Measure (50 percent) B. Graduation Rate (30 percent) C. Participation Rate (20 percent)
