Walks the drafting team through a short series of questions pegged to the definition of “Adequate Level of Reliability”
Meets the FERC’s guidance for consistency among and within standards
Better assignment of risk can focus the industry on those things that impact reliability

3. Tool Testing and Next Steps
The VRF tool underwent two sets of field tests
In both field tests, the VRF tool provided more consistent answers among participants than their personal assessment of risk
The next step is to provide it to the industry and drafting teams for comment
