4. What is MCIWEST?
Marine Corps Installations West (MCIWEST) is one geographically based command under Marine Corps Installations Command (MCICOM).
We command/manage Bases and Air Stations as the host/supporting element “Cities” for Marine Corps Operating Forces (War Fighters) and a multiplicity of other training commands and units.
We command 5 Bases/Air Stations: MCB Camp Pendleton, MCAS Camp Pendleton, MCAS Miramar, MCLB Barstow, and MCAS Yuma.
We support 3 additional USMC Training Command Bases: MCRD San Diego, MCMWTC Bridgeport, MCAGCC 29 Palms.
A total of 8 USMC self contained “cities” in California and Arizona (Federal Installations).

5. Why a change to the USMC Traffic Training Program?
Losses of Marines and employees grew exponentially in the early 2000’s with the growth of Motorcycle and off road popularity and ridership. More powerful machines – greater capability for speed - Greater capability for damage, loss and fatalities (greater risk).
USMC intervention: planning 2007; implementation 2008/2009:
- Stronger Training program (progressive/layered) , no cost to Marines
- Add Sport bike centric training techniques: Military Sport Bike Rider Course (MSRC), add more level 3 training, add mentor program.
- Increase training capability/capacity: On base training facilities; Training contracts and some organic training personnel.
Result – Stopped exponential upward growth of fatalities while ridership is still increasing (losses peaked in 2008, currently plateaued at approximately 60% of 2008 peak). Current challenges – at a plateau, with more ridership growth. Looking for a way forward for even further reduction

10. USMC Traffic Training Progressive Training: Crawl/Walk/Run concept
Level 1 – upon purchase or prior to purchase - Entry/Novice/Beginner Training (on road and off road): Motorcycles, ATVs, Dirt Bikes, ROVs
-- Multiple approved courses/Programs of instruction – commercial vendor courses and training
-- Compliant with USMC requirements and State Program requirements
-- Can attend prior to purchase decision and use trainer bikes
Level 2 – GOAL: within 120 days of level 1 - Intermediate Level training: Motorcycles (working toward additional courses for off road)
-- Must use own equipment (learn to “own it”)
Level 3 – Advanced Training, Mentor Training, Instructor Training (on road and off road): Motorcycles, ATVs, Dirt Bikes
-- Compliant with USMC requirements
Refresher Training – minimum of every three years (use level 2 or level 3 courses)

11. Additional Training Program Tools & Controls
Marine Corps Orders: required training, required PPE (on and off Base)
National Safety Council (NSC) facilitated Interactive/Behavioral Based Training Classes
Driver Improvement Course (all Marines under 26 years old) - “Alive at 25”
Remedial Drivers Course (Magistrate and Command referrals) – “Attitudinal Dynamics of Driving”
Unit Mentors Two (2) per Battalion sized unit: sustainment training, mentorship to new and young riders, leadership in “life long” learning and ridership
Unit Clubs (on road and off road): riding fellowship, information, academic training, sustainment hands on training (group rides and simulators)
