2 LTNA Option 1 Reduce site MIC to minimum value (50kVA for DG6, 100kVA for DG7) subject to Site is LTNA (no access to de-energise & customer vacated site) Connection is DG6 or higher Cost of de-energisation exceeds €750+VAT Subject to Directive from CER For System automatically reduces DUoS capacity charges Against Minimum MIC “seen” by ESBN planners for design Free MIC reduction if customer returns New move-in customer may incorrectly incur penalty charges or connection charges 26/12/2018

3 LTNA Option 2 DUoS credit to supplier equivalent to MIC reduction in Option 1, MIC remains unchanged subject to Site is LTNA (no access to de-energise & customer vacated site) Connection is DG6 or higher Cost of de-energisation exceeds €750+VAT For Supplier gets a credit for reduced DUoS capacity charges Does not affect MIC for system planners Does not affect new move-in customer Standard commercial policy applies if the customer returns Against Process for providing credit is entirely manual involving ESBN Meter Operations and DUoS Billing 26/12/2018

4 LTNA Option 3 Supplier requests de-energisation and cost of work is socialised subject to Site is LTNA (no access to de-energise & customer vacated site) Connection is DG6 or higher Cost of de-energisation exceeds €750+VAT For Supplier not liable for cost of de-energising (remains liable for DUoS while site is registered) Standard market activity with no new processes Against Cost is significant with excavation / permanent reinstatement for deenergisation and again for re-energisation. Difficulty identifying service cables to a vacant site and technically undesirable. 26/12/2018

5 Next Steps Option 2 (DUoS credit equivalent to MIC reduction) is the ESBN preferred option however certain issues still remain to be finalised. In order to quantify what impact the proposal will have on costs we will require details from suppliers on the connections that qualify (include MPRN, DUoS Group and current MIC). When these steps are complete a final proposal will be submitted to CER for decision. 26/12/2018
