1 President Washington First Congress
Opinion in Congress was divided over how much power the president should have over the cabinet. Congress approved the authority of the President, however to fire cabinet officials. w/o Senate approval

However the President could nominate cabinet members, but the Senate must confirm them with a vote.

3 President Washington Judiciary Act of 1789
First Congress decided how to set the nation’s court system. Disagreements arose over those favoring state court system vs a uniform federal legal system.

Fed Ct Sys w/ 13 Dist Ct State laws would remain Fed cts would have power to reverse state decisions Supreme Ct decisions final say John Jay would be the First Supreme Court Chief Justice 8-1A

5 President Washington Bill of Rights
Americans feared a strong central government People thought they needed personal liberties to be spoken to To fulfill a promise made during ratification of the constitution, James Madison proposed 12 amendments in which 10 were past by the states December of 1791 the Bill of Rights were added to the constitution.(1)

6 What the Bill of Rights Did
Limited powers of gov. Protected rights of individual liberties Speech, Religion, Press Petitioning, Assembly Rights of the accused Rights of the people and states not given to the federal gov.

7 President Washington Financial Problems
The united states still owed countries from debt accumulated during the Revolutionary War The National debt was growing. National debt- The amount the gov. owes to its creditors

8 President Washington Hamilton’s Plan
Hamilton proposed to pay off the debt to other nations and American citizens. Hamilton believed that payment of the debt would make the states stronger.

9 President Washington Opposition to the Plan
Congress agreed to pay off other nations but disagreed about paying Americans.

10 President Washington Opposition to the Plan
The gov. issued bonds to citizens promising to repay citizens over time. Many original bond owners sold off their bonds to Speculators

11 President Washington Bonds- Paper notes promising to repay the amount over time. Speculators- People who risk money in order to make a larger profit.
