3 Canadian Agricultural Partnership
Strengthening the agriculture and agri-food sector – a key area of economic growth and job creation – to deliver the greatest benefits for farmers, food processors and Canadian families. The Canadian Agricultural Partnership is a five-year ( to ), $3-billion investment by federal, provincial and territorial governments to strengthen the agriculture and agri-food sector.  It includes: $1 billion in federal programs and activities $2 billion in cost-shared programs and activities by federal, provincial and territorial governments. Business risk management programs to help producers manage significant risks that threaten the viability of the farm and are beyond their capacity to manage The Canadian Agricultural Partnership comes into force April 1, 2018.

4 The Partnership: Priorities
Federal programs and activities focus on helping the sector: Grow trade and expand markets to seize key opportunities and address emerging needs. Advance science and innovation, with an emphasis on innovation and sustainable growth. Better reflect the diversity of our communities, enhance collaboration across different jurisdictions and secure and support public trust. In addition, farmers continue to have access to a robust suite of Business Risk Management (BRM) programs to help manage significant risk that threaten the viability of their farm and are beyond their capacity to manage.

6 The Partnership focuses on priorities that are critical to unleashing the sector’s potential, including research, innovation, domestic competitiveness and trade It seeks also to drive investments in emerging priorities such as environmental sustainability and climate change, public trust, and food processing The Partnership recognizes and engages those who have been under- represented in the past : youth, women, Indigenous communities groups and persons with disabilities Federal, provincial and territorial programs and services under the Partnership are simplified and streamlined to make it easier for producers and industry to access them The Partnership focuses on priorities and results: applications should demonstrate a clear link to national priorities, and key outcomes for the sector and for Canadians

7 AgriScience Program Description:
To accelerate the pace of innovation by supporting pre-commercialization activities and investing in cutting-edge research to benefit the agricultural and agri-food sector Two Program Components: Science Clusters – closed as of February 1, 2018 Science Projects Eligible Applicants/Recipients: Science Clusters: Not-for-profit organizations Science Projects: For-profit and Not-for-profit organizations Eligible Activities: Targeted applied science, research and/or development activities Transformational activities, including scientific and technical research support Piloting and testing solutions, explore/adapt technologies Knowledge transfer, bring science and technology from the bench to the field Maximum and Minimum Funding*: Science Clusters will not exceed $20 million over five years, with a minimum of $5 million Science Projects will not exceed $5 million over five years * Funding limits include the combined value of contribution funding and collaborative research and development support from AAFC Focus on the five FPT Innovation Priorities: Investing in discovery and applied science for major commodity sectors Improved support for minor commodities, emerging and transformative areas Enhancing efforts in clean growth, environment and climate change Accelerating growth of the food and beverage processing sector Strengthening knowledge transfer and adoption

8 AgriInnovate Program Description:
To accelerate the demonstration, commercialization and/or adoption of innovative agri-based products, technologies, processes or services in the agriculture, agri-food and agri-based (value-added) products sector Eligible Applicants/Recipients: For-profit organizations and co-operatives Eligible Activities: Commercialization of innovative agricultural, agri-food or agri-based products, technologies, processes or services where the innovations will be introduced to the market when the project is completed Adoption of innovative agricultural, agri-food or agri-based products, technologies, processes or services where recent innovations are adopted and adapted to existing operations Demonstration of innovative agricultural, agri-food or agri-based products, technologies, processes or services, where all necessary testing and piloting has been completed Maximum Funding: $10 million per project, per year Contributions are to be repaid over a period of up to 10 years following project completion Key Programs/Activities under INNOVATION AAFC-led Foundational Science and Research Industry-led Science Projects and Clusters Agri-Commercialization and Adoption The five FPT innovation priorities: Investing in discovery and applied science for major commodity sectors Improved support for minor commodities, emerging and transformative areas Enhancing efforts in clean growth, environment and climate change Accelerating growth of the food and beverage processing sector Strengthening knowledge transfer and adoption Emphasis on innovation Projects with higher innovation will be prioritized (e.g. commercialization) Increased tolerance to financial risks when applicants can demonstrate the potential benefits of the innovation Increased engagement with other federal government departments and agencies to advance the Innovation Agenda, particularly in the areas of: Clean technology Value-added sector Automation Bioproducts

9 AgriMarketing Program Description:
To support the Markets and Trade priority of the Partnership by helping the agriculture industry to take advantage of market development opportunities Two Program Components: National Industry Association (NIA) Small and Medium-sized Enterprises (SMEs) Eligible Applicants/Recipients: NIA component: Not-for-profit organizations SME component : For-profit organizations that have fewer than 250 employees and annual sales not exceeding $50 million Eligible Activities: Activities aimed at an organization’s expansion into international markets Incoming and outgoing trade missions Technical training for buyers about Canadian products and product handling Food service promotions and product demonstrations in targeted markets Trade seminars designed to inform industry representatives of specific attributes of Canadian agriculture, agri-food, fish and seafood products Maximum Funding: NIA component: $2.5M per year up to a maximum of $10M over five years SME component: $50,000 per year up to a maximum of $100,000 over two years Additional support for small and medium-sized enterprises (SMEs) Doubling funding earmarked for SMEs (from $1 million annually to $2 million) Providing additional support for activities that will help diversify markets under the National Industry Association component Activities that target new markets, and those that support market access may be eligible for increased cost-share ratio from AAFC Reducing the maximum contribution amount under the National Industry Association component to support additional applicants

10 AgriAssurance Program Description: To build industry capacity to increase public confidence in the food system, respond to market requirements and meet consumer demands Two Program Components: National Industry Association (NIA) Small and Medium-sized Enterprises (SMEs) Eligible Applicants/Recipients: NIA component: Not-for-profit organizations SME component: For-profit organizations that have fewer than 250 employees and annual sales not exceeding $50 million Eligible Activities: Developing, enhancing, integrating and implementing assurance systems, standards and tools Benchmarking to international or private standards Developing industry-led surveillance systems for the ongoing, systematic collection, analysis and sharing of high-quality data Developing and operating data storage systems Communicating, transferring knowledge and sharing dissemination of standards, systems and tools Obtaining third-party certification for the first time when it is required to meet a specific export opportunity (SME component only) Maximum Funding: NIA component: up to $1 million per project over five years SME component: up to $50,000 per project. If a recipient has multiple funding projects within the program, the total contribution towards all projects cannot exceed $100,000 New support for SMEs to adopt assurance systems needed for exports SMEs now eligible for funding for agriculture product certifications required for export to support increased exports (not for domestic market) Direct funding to better support food safety, biosecurity and traceability objectives

11 AgriCompetitiveness Program Description:
To assist industry-led efforts to provide producers with information needed to build capacity and support the sector’s development through the advancement of farm business, farm safety and agricultural awareness Eligible Applicants/Recipients: Not-for-profit organizations Eligible Activities: Farmer-oriented seminars, conferences, and exchange programs that identify industry best practices and build the capacity of the sector Creation and dissemination of agriculture awareness, farm business management and farm safety information and tools Awareness activities at important domestic agricultural fairs and exhibitions Maximum Funding: $1 million per year per recipient, up to a maximum of $5 million over five years For fairs and exhibitions: $100,000 per year or a maximum of $500,000 over five years Increase the number of national organizations eligible for support (i.e. all non-profits with a project national in scope) Support agricultural awareness aimed at domestic and international consumers Continue to provide support for agricultural fairs that have international profile (previously supported under AgriMarketing)

12 AgriDiversity Program Description:
To help under-represented groups in Canadian agriculture, including youth, women, Indigenous Peoples, and persons with disabilities, to fully participate in the sector through education and training Eligible Applicants/Recipients: Not-for-profit organizations Eligible Activities: Facilitating the sharing and expansion of skills and knowledge Developing, sharing, accessing and disseminating financial management and business management training, and best practices information through: events, conferences, workshops, training, tools, web sites, newsletters, etc. Activities supporting the involvement in the agriculture sector and develop leadership skills through industry specific training and mentorship Creating and disseminating agricultural material to increase education and awareness Undertaking activities for needs and gap analysis identifying areas where tools and support are required for under-represented groups Maximum Funding: $200,000 per year per recipient up to a maximum of $1 million over 5 years Experimental use of micro grants ($1,000 or under) for individuals to facilitate the participation of youth New program under CAP Supports increased participation in sector by underrepresented groups such as youth, women, Indigenous communities and persons with disabilities Strengthening the sector by leveraging diversity within Canadian society and industry
