2. E112 - The Current Situation
Vaguely formulated Commission Directive
Standardization and legislation is national
Multiple interpretations and ambition levels in different countries
Current standardization in most countries is not defined with emergency positioning of mobile subscribers in mind
Government and operator infrastructure not ready
A large number of Emergency Centers lack support for handling positioning of mobile subscribers
Network infrastructure lacks support for handling positioning of all call types
Commercial positioning available in many networks
Primarily low accuracy methods deployed
Increasing interest in high accuracy positioning

3. E112 – Suggested Way Forward
Short term:
Define national standards and clarify legislation
Add mobile positioning capability to Emergency Centers
Upgrade operator infrastructure
Base E112 positioning accuracy on technology driven by commercial applications
Long term:
Add accuracy requirements when the infrastructure is ready
Base requirements on technology alternatives available at that time
