2 Background Each Clerk of the Circuit Court in Florida maintains electronic recordkeeping systems, as mandated by the State of Florida Each of these systems may contain mental health and substance abuse court orders that would disqualify the subject of the order from eligibility to purchase a firearm or receive a concealed weapon permit of firearm license Every Clerk is statutorily required to interface with the statewide Comprehensive Case Information System Bullet 1: These systems are housed and maintained locally in each county.

3 Background: CCIS Comprehensive Case Information System (CCIS)
    Comprehensive Case Information System (CCIS) Developed and implemented by the Clerks of the Court A secured internet portal providing a single point of search for statewide court case information Users are comprised of the judicial community, state and local law enforcement, state and federal agencies, and the Florida Legislature

4 Background: MECOM     In 2007, s , F.S., was amended to require FDLE to create and maintain a statewide repository—MECOM—for mental health and substance abuse data for the purpose of sharing that data with the FBI’s NICS Index The statute requires this data to be submitted electronically to FDLE Currently, there is not an interface between the 67 Clerks’ electronic recordkeeping system and MECOM Bullet 1: NICS: National Instant Criminal Background Check System Bullet 3: So, data entry must be done twice.

5 Background: MECOM and CCIS
    In 2009, the CCIS Interface Control Document (ICD) underwent a substantial upgrade to version Many reporting data elements were added to the ICD including certain MECOM Data Elements. Earlier this year, FDLE and FCCC worked together on a federal grant proposal that would improve the completeness, automation, and transmittal of records to state and federal systems used by NICS The grant is based on the concept that MECOM data would be provided to FDLE via CCIS Bullet 1: Currently, all 67 Clerk systems are working on interfacing with the ICD Version 2.00. Bullet 3: We have received notification of approval of the federal grant; so, the following phases will be implemented to address statewide MECOM reporting in a more efficient manner

6 Phase I: Complete Statewide Migration to ICD Version 2.00
All 67 counties will comply with ICD Version 2.00 Target completion date of July 1, 2015

7 Phase II: Establish Single Interface between MECOM and CCIS
A web service interface will be developed between CCIS and MECOM to upload mental health data, thus making the data more quickly available to the NICS Index and eliminating the need for duplicate entries Target completion date of August 1, 2015
