5.3 miles long Widening to 6 lanes between PA12 and I-176 Reconstructing 4 Interchanges: N Wyomissing Blvd Penn St/Penn Ave Lancaster Ave I-176 20 bridges Including 2 NSRR Bridges 19 Retaining Walls 15,800 LF Railroad Involvement 3 bridges, track realignment Significant utility impacts and relocations Maintain 2 lanes of traffic each direction on US422 during peak hours Detour for Bingaman St Bridge Construction Cost Estimate Approx. $600M Construction Schedule Completed under several construction contracts Funding dependent Earliest 2022

11 – 4(f) resources (parks, recreation areas, historic sites) 67 environmental site assessments (Phase I ESA) 23 scheduled for Phase II/III ESA 43 potential above ground resources (buildings, etc.) 9 Eligible for National Register of Historic Places 7 potential below ground resources (archaeology) Phase II archaeology ongoing 9 watercourses 5 wetland areas 3 threatened & endangered species Air & Noise studies Stormwater management/permitting

Point of Access Study Approved Penn St/Penn Ave Interchange Lancaster Ave Interchange Preliminary Noise Study – completed Approx. 16,200 LF of Noise Wall Test Boring Contract 1 – currently underway Additional Phase II Archaeology – currently underway Preliminary H&H and Stormwater Studies Initial soils testing as part of Test Boring Contract 1 Agency/Municipality Outreach Fall/Winter 2018 Preliminary Roadway and Bridge Design – ongoing Preliminary Right of Way Plan Development - ongoing Utility and RR coordination - ongoing
