3 PVS Gap Analysis Tool A PVS Gap Analysis (PVS Costing Tool) provides a way of progressively reconciling two realities: the situation of the Veterinary Services as described in the PVS Evaluation Report the national priorities of the country taking into account the national constraints 2013 Edition The PVS Gap Analysis Tool – Costing Tool, has also evolved and the more recent edition has been published in 2013 as well.

8 Common gaps identified
The funding of the Veterinary services is often inadequate. Staffing of the veterinary services is insufficient in most of the countries. There is a frequent lack of coordination with other agencies and the private sector. Disease surveillance, prevention and control is undermined by gaps in the reporting system (both from field and from slaughterhouses), shortcomings in outbreak investigations

9 Common gaps identified
There is a lack of awareness and legal provisions on animal welfare, except in exporting sectors. There is an overall lack of communication (especially on food safety) and of consultation with stakeholders There is a lack of legislative basis, autonomy and functional capacity of the Veterinary Statutory Bodies (VSB) Legislation and regulations are often inadequate and not comprehensive (especially on Veterinary Public Health and food safety),
