3 Phase 1 Program

4 Accelerate renewables & GHG reductions Aligns with and builds capacity
Program Framework Speed PV, EV, storage Efficiency Customers Equity Workforce Geography Accelerate renewables & GHG reductions Delivers benefits Builds support Program Strategy Required Criteria 1. GHG emissions reductions 2. Cost effectiveness 3. Number of customers served 4. Geographic diversity in San Mateo County communities served 5. Supports PCE’s workforce policy 6. Helps PCE match supply to load 7. PCE Implementation Requirements (for example, staff time needed) Criteria that Add Points to Proposals 8. Contributes to procurement goals: creating 20 MW of new local power by 2025, 100% GHG-free power for 2021, 100% renewable energy by 2025 9. Benefits disadvantaged communities 10. Innovative, scalable, and replicable 11. Supports community resilience 12. Fills a gap in current utility offerings Supports load-serving needs Aligns with and builds capacity Shape load Generation Responsiveness Aggregation Grid services Staffing Technical Financial

6 Programs In-Progress Program Status Community Pilots
Community program. Offering up to $75k for rapid, innovative concepts. Ride & Drive 8 month program. 6 EV “ride and drive” events in 2018 (4 corporate, 2 community) with an estimated participants. Apartment Technical Assistance 1 year program. Education for apartment owners/mgrs on EV infrastructure, free electrical assessments and feed to PG&E EV Charge Network program. Multifamily characterization study. Groundwork for Phase 2 EV infrastructure program. New Vehicle Promotion 6 month program. Competitive dealer invitation to offer EV discounts. Select dealers receive marketing support and dealer incentive for Q4 sales. Based on SCP program. Low-Income EV Incentive 1 year program to incentivize sale of 100 used PHEVs to low-income residents.

7 Grant Opportunities Program Area Status
Curbside & Multi-Unit Dwelling Pilots 3 year pilot for innovative technology for MUDs and curbside charging. Includes planning, modeling, policy development. (DOE FOA 1919) Resilient Solar on Critical Facilities BAAQMD grant to EBCE with PCE. 1 year scoping study to assess municipal sites. EV Buses for DAC Schools Collect data from RWC and Ravenswood School Districts for electric bus and charging grant with the California Energy Commission (GFO ) Distributed Energy Resource (DER) Rate Structure Model 3 year project. Develop a rate structure model designed to incentivize deployment of DERs with grid service features.

8 Program Roadmap

9 Existing Targets PCE Goals State Goals 100% GHG-free power for 2021
20 MW of new local power by 2025 100% renewable energy by 2025 Sustainable workforce and equitable economic benefits State Goals GHGs: 1990 Levels by 2020, 40% below 1990 Levels by 2030, 80% below 1990 levels by 2050 By 2030 50% Renewable Energy 5M Electric Vehicles 1,325 MW of storage 2040: 100% ZEV Transit Buses (proposed)

10 2017 electricity emissions declined 50%
San Mateo Emissions 8% 2017 “Back of Envelope” Calculation 2017 electricity emissions declined 50% 2015 PG&E 60% GHG Free (60% GHG Free in 2015 to 80% in 2017) NG fugitive emissions: Upstream fugitive emissions are likely not accounted for so NG impact is likely higher, perhaps significantly. Air travel and embedded carbon of products not included

11 GHG for Electricity by Time of Day (Statewide)

12 Roadmap Philosophy – Near Term
Momentum towards biggest GHG Technical readiness Leverage for community benefits Beachhead on buildings Opportunism Longer-term: analytics driven program targeting

13 PCE Roadmap Transportation Buildings NG Load Shape Opportunistic
