We thank Government of Tamilnadu especially Puratchi Thalaivi Amma Avargal for bringing the Chief Minister’s Comprehensive Health Insurance Scheme. This scheme is very beneficial to the public of Tamilnadu especially for the downtrodden and poor people.

High end procedures on this scheme are being done at Private Hospitals. Cochlear Implant Surgery Renal Transplantation Surgery Bone Marrow Transplantation Stem Cell Transplantation Liver Transplantation

5 Chief Minister’s Comprehensive Health Insurance Scheme (CMCHIS)
IMA Strength As on date, there are 30,000 members in Indian Medical Association and 4,000 hospitals are registered with IMA Nursing Home Board. We are rendering our services in the Urban, Semi-Urban and Rural areas. For the last 5 years, all our members are keenly participating towards implementing the Chief Minister’s Comprehensive Health Insurance Scheme effectively.

Monthly Medical Camps are being conducted at rural areas giving service as well as making awareness of the scheme.

Man Power The hospitals under IMA and NHB have sufficient man power in terms of Medical and Para Medical Persons with rich experience in implementing the scheme.

The Private Hospitals also give advertisement in the local newspapers and issue notices on the availability of the programme to the public of that area.

13 IMA - Coordination with Government
All Private Hospitals attend the review meetings conducted by TNHSP (CMCHIS) to discuss the problems and issues in order to implement the programme effectively. Tamilnadu Indian Medical Association State Office Bearers periodically meeting the Government including the Honourable Health Minister, Health Secretary, Project Director and other officials to exchange our views and clear the practical issues that come across.

14 Meeting the Quality and Standard of the Private Hospitals
NABH Entry Level Accreditation IMA NHB is in full swing in coordinating with all member hospitals to make them in getting the NABH Entry Level Accreditation. In this aspect, IMA NHB has conducted One Day Sensitization Programme on NABH Entry Level Accreditation at Thanjavur, Erode, Trichy and Coimbatore. Also, conducted one day TOT (Training of the Trainers) at Marthandam and Vellore. So far, we have sensitized nearly 1000 member hospitals.

Most of the hospitals in Tamilnadu are under the process in getting the NABH Entry Level Accreditation.

17 Calibration of Instruments
We had discussions with Anna University, Chennai to do Calibration of Instruments for our member hospitals at reasonable cost. We started doing the Calibration of Instruments in the hospitals at Erode. Most of the hospitals are voluntarily doing the Calibration of Instruments.

18 Suggestions from IMA – NHB for Effective Implementation of the CMCHI Scheme in Private Hospitals
Tamil Nadu Government requesting our member hospitals to get the NABH Entry Level Accreditation. In this regard, we have actively involved in sensitizing our member hospitals to get NABH Entry Level Accreditation. At the National Level also, IMA entered into MOU with NABH to implement the hospitals to get NABH Accreditation. IMA NHB is conducting regularly Sensitization Meeting to our members to get the Entry Level NABH Accreditation. Those hospitals got NABH Entry Level Accreditation

19 Suggestions from IMA – NHB for Effective Implementation of the CMCHI Scheme in Private Hospitals
Those hospitals got NABH Entry Level Accreditation should be empanelled in the CMCHIS. Procedures that are reserved to the Government Hospitals only. Can be given to those hospitals obtained NABH Entry Level Accreditation to keep up and maintain High Standards. The present package rate under the CMCHIS to be revised along with the IMA NHB representative while going for New Package or Renewal.

20 Suggestions from IMA – NHB for Effective Implementation of the CMCHI Scheme in Private Hospitals
The Private Hospitals should be allowed to perform more common procedures in order to serve the public effectively under the scheme. Grading of hospital should be abolished. Patient should have the right to choose the hospitals and doctors. On road traffic accidents, more number of hospitals those are willing to handle with proper Medico Legal Procedures and infrastructures, should be allowed to treat those patients considering the urgency of treatment.

21 Suggestions from IMA – NHB for Effective Implementation of the CMCHI Scheme in Private Hospitals
Similarly, more hospitals with suitable equipments should be allowed to treat Cardiac and Respiratory Emergencies under the CMCHIS. Regular review meeting along with IMA NHB to implement the scheme effectively. Any complaint on the empanelled hospitals, should be allowed to go for an appeal to an Appellant Authority with representative from IMA NHB to give explanation before the de-empanelment.

22 Suggestions from IMA – NHB for Effective Implementation of the CMCHI Scheme in Private Hospitals
To conduct of monthly camps as optional and not as conditional. Small Hospitals can be clubbed together and run the Medical Camps at various places. The inspecting officers from TPA should be Allopathic Medical Doctor who can do and perform inspection properly and also to point out the Allopathic Medical issues faced by the Doctors. Non-medical persons (Non-allopathic) should not be allowed for the inspection from TPA.

The existence of small hospital in each and every village is vital for primary & secondary health care. Without really addressing the problem, spending more money on Tertiary Health Care is against the interest of the health care delivery itself. IMA believes in cooperating with the State Government in the delivery of state of the art health care to our downtrodden and poor people at reasonable cost to participate in the CMCHIS by offering them some concession as requested above.
