1 SBS Working Group 14 April 2015
Item 11 Framework Regulation Integrating Business Statistics: current status and next steps Eurostat G1: Business Statistics – Co-ordination and registers

2 General setting of FRIBS
FRIBS launched for modernizing business statistics in the context of the Vision and REFIT (integration of content and legal acts; streamlining/simplifying and burden reduction; more responsive to user needs) Governance by and commitment of the BSDG New Commission has re-examined all legal projects: FRIBS has been re-validated and is strongly supported, including important recent changes in the scope of FRIBS

3 Recent changes in FRIBS' scope
Maintaining the current SU definition in FRIBS ! Outside of FRIBS: revised operational SU rules & the national plans on better SU compliance New project Redesign Intrastat: additional measures for rationalising on top of SIMSTAT

4 The main projects of FRIBS
What is the project's - Value added - Status & planning - Interdependency Development of the FRIBS Monitoring Tool together with BSDG(-SDG) Drafting Legal Act Impact Assessment Data requirements Definitions of variables EBS manual SIMSTAT Redesign of Intrastat BR package (incl EGR)

5 Value added of the projects: Charters
Development of Charters for each of the projects covering: problem statement, business case, goal and objective, project scope, interdependency of other projects and risks Approval of the Charters by BSDG in June 2015 For FRIBS as a whole: assessment by the FRIBS TF against Vision2020 criteria (also to be approved in June 2015)

11 Other parts of the legal act of FRIBS
Article on financial support to the MS Sustainable use of administrative data sources Solid confidentiality provisions covering statistics in general and the exchange of micro-data exchange for the EGR and – if agreed - SIMSTAT Standard & efficient metadata and quality reporting Uniform technical transmission standards

12 Impact Assessment Report of FRIBS
The IA Report of FRIBS based on intensive consultation of stakeholders (NSIs/NCBs, users, data providers) interviews and further cost-benefit analysis, covering: FRIBS' infra-structural proposals [Q Q1 2015] FRIBS' additional data requirements [Q3-Q4 2015] Redesign of Intrastat [Q – Q1 2016] Consultation covers qualitative and quantitative surveys Expected impact in costs/burden: work-in-progress

13 Current costs of NSIs &NCBs
This diagram displays the relative shares of the current operational costs of NSIs and NCBs as regards the various statistical domains covered by FRIBS. The two main ones are the Short Term Statistics and the International Trade in goods, in total representing ½ of the total costs of Business Statistics. The relative large share for STS may seem surprising, but it can be explained by the fact that STS is not a single statistical production system, but comprises many different smaller systems, such as producer prices, building permits, production indexes, persons employed, wages and salaries, etc., which may seem small each of them but add up to being the largest one.

14 If we look at the current administrative burden of the statistical domains, Intrastat ranks at the top, responsible for more than ½ of the total burden of business statistics. It is a picture which is already quite well-known and is really at the very root why SIMSTAT is included as one of the initiatives of REFIT, the Regulatory Fitness and Performance Programme of the Commission. The Impact of SIMSTAT on the administrative burden is, however, more complicated, as it is left up to the individual NSIs to decide if and to what extend it re-uses intra-export records from other MS for compiling its intra-imports.

15 Provisional IA results of step 1
Significant potential for burden reduction, but to be pinpointed more precisely (SIMSTAT/Redesign) Highly positive user appreciation Modest increases in operational and one-off costs indicated by the NSIs NSIs indicated the need for sufficient (financial) resources

16 Focus points in second half of 2015
Consultation of the MS on the IA of the additional data requirements and redesign options of Intrastat. Your contribution/support is highly appreciated!! Drafting the full legal package of FRIBS, including also all domain specific provisions. Both BSDG and WGs will be informed in detail on the legal work in progress.
