1 Effect of the new ICNIRP Guidelines 2010
on Exposure Evaluation of Electrical Power Systems Ernst Schmautzer

2 In December 2010 ICNIRP (International Commission on non-ionizing radiation protection) published new guidelines for limiting exposure to time-varying electric and magnetic fields (1 Hz to 100 kHz). Several significant changes were made compared to the guidelines published in 1998. Many national standards (as in Austria) are based on the previous guidelines, so the question arises, shall the new guidelines be incorporated in national regulations? Ernst Schmautzer 2

3 The main differences between ICNIRP guidelines (1998, 2010) are: ELF 16,7 Hz - Railways

4 The main differences between ICNIRP guidelines (1998, 2010) are: 50 Hz Power Systems µT  200µT, 500µT  1000µT Ernst Schmautzer 4

5 The main differences between ICNIRP guidelines (1998, 2010) are: Power Harmonics 50 Hz, 150 Hz,…

7 This slide shows the tables of ICNIRP 1998 and 2010 for comparison of general public exposure

8 As harmonics have to be considered following CNIRP Guidelines
There a need to know the possible occurrence of harmonics Voltage harmonics in % split in symmetrical components of voltage signals Ernst Schmautzer 8

9 There is a need to know the possible occurrence of harmonics
As harmonics have to be considered following CNIRP Guidelines (1998, 2010) There is a need to know the possible occurrence of harmonics The exposure ratio for the electric field strength ER can be calculated from the electric field strength of the fundamental frequency E1 , corrected by a harmonic factor kH , and the reference value EL,n at fundamental frequency In three phase systems the characteristic of the zero and positive sequence components have to be considered Harmonic Factors kH Austrian HV and MV power lines symmetrical components Ernst Schmautzer 9
