the development of skilled social workers

2 Workshop overview Focus – employers sharing their experience of developing CPD to meet the personalisation agenda. Background to projects What we know we know -the learning we can take forward from the ASYE This workshop is about sharing experiences. ……..will be sharing the experience of developing CPD to meet the personalisation agenda and specifically the skills identified what was the White paper and is now the Care Bill. Element of the core principles is the measuring if the impact of CPD on social workers practice and service delivery. Today ………….will not only be discussing their project but will be looking at the impact of this and the next steps to embed learning and culture change Need to remember that we are not starting at the beginning we have had the experience and can take the learning from ASYE, as we have for these projects and build on this for development of CPD approach embedded in performance management process.

We will see in the projects showcase today and at the other events how this is achieved

4 Core principles for CPD
Principle 1 - Using the Professional Capabilities Framework Principle 2 - Work-based assessment Principle 3 - Reflective supervision & supporting reflective practice Principle 4 - Holistic assessment Principle 5 - Measuring impact Principle 6 - Portability Concentrate on Principle 1 – What is it the organisation wants from its Social Workers , How is this described in terms of outcomes – what will success look like if CPD has an impact - Links to Measuring Impact In order to meet organisational and service outcomes the organisation needs to have clarity about what it requires social workers to be able to do and know. The PCF is used in this context to frame, inform and support the development of organisational outcomes The organisational requirements will best be achieved by being linked to professional and individual learning needs, framed by the PCF. This process can be managed through appraisal and professional development planning - In these principles it is suggested that all CPD activity contains an assessment. At one end of the scale, this may be simply the annual appraisal process which brings together the minimal core assessment requirements and which may include the social worker’s evidence of informal learning through reading, attending conferences, shadowing, coaching, etc. It is understood that all CPD will carry an expectation of development and deepening of the understanding and application of values and ethics. It is therefore anticipated that all CPD will include the core assessment evidence requirements listed here at the appropriate depth and intensity to meet the stated learning outcomes, organisational objectives and professional standards and capabilities. These projects show how the PCF can be used and incorporated into appraisal systems. Link to Alis presentation

ASYE evaluation Development of professional confidence In the development of professional judgement and confidence a holistic rather than competency- based assessment is preferable 3/4 of NQSW’s and majority of Assessors - Why is this important – because development of confident autonomous professionals is one of the challenges and we can see that ASYE does appear to work Hence the importance of ASYE encapsulated in the core principles However let not forget the importance of reflective supervision in this process, and need to consider innovative ways to deliver this – Leeds and Action Learning Just a reminder that the SWRB products assist the process of moving the profession away from bureaucracy to professional judgement and autonomy . PCF and the assessment as holistic rather than fragmented . This ensures the development of professional judgement and confidence. This was al l very well in theory but does it work ?

Personalisation The desired outcomes of CPD Empowering social workers Confident, high quality adaptable professionals Engagement with local community Clients to citizens Personalisation is not just about personal budgets, we will see in the case studies how the culture shift from clients to citizens, done to /planned and empowered with has been effected Major shift for Social Workesrs as well as employers in the move away from Care Management Support social workers to work in a more empowering and facilitative way Community engagement and capacity building – creating resilient communities Have social workers lost sight of their professional selves, how do we support them to rediscover that? Are social workers expected to become autonomous but with the same bureaucratic systems? Social workers making judgements about how to use their time to ensure that they enable planning, not that they take control of this. They will need help to shift that focus Control of finances and budgets Feeding information back into the community Understanding, respecting informing and facilitating community capacity building Underpinning this a refresh on the interpersonal skills at the heart of good social work practice
