4 What is Performance Measurements
Performance measures are measurable indicators of a program's performance as it relates to AmeriCorps Member service activities. Performance measurement is the process of regularly measuring the services provided by your program and the effect your program has in communities or in the lives of members or community beneficiaries.

Performance Measure vs. Evaluation? Intervention Trail safety training for all new hikers Output Number of hikers that hike on a trail Outcome Number of hikers that finish the hike Impact Evaluation Number of hikers that finish the hike that otherwise would not have without the trail safety training

7 Grant Application Clarification
Performance Measure Consultations Re-Compete New for Grant Application After First Draft Submission, but before Final Submission Continuation Only occurs if major changes to Performance Measures are being made. Should be initiated by Program PRIOR to application submission

Common Clarification Issues Completion is not defined for education measures Timing of pre- and post-tests is not clear Target values do not appear ambitious and/or realistic Not clear that tools are sufficient to ensure individuals are not double counted in measures Data collection methods are not explained Not clear that the population counted matches the population specified in the instructions

National vs. Applicant-Determined PMs Previously, OneStar required a minimum of one nationally aligned measure Starting in , programs may develop applicant-determined aligned measures, in consultation with OneStar

Applicant-Determined Must still fit into one of the 6 priority areas Same standards for quality and rigor as national measures Must consult with OneStar prior to proposing change in grant application

Choosing the Right Measures Minimum of One Aligned Measure Output(s) and Outcome How Many Measures? Choose the performance measures that best capture the core services your members provide Timeline Must be able to report on measures the same year that the intervention occurs

Program Amendments “Paper” Amendments (outside-of-eGrants) Change in definitions (ex. completion) Instruments or Tools in most cases Methodology eGrants Amendments Changing Performance Measures Changing Targets Program design changes that make your program not compliant with requirements of measures

14 APR and Data Dive Mid-Year APR Data Dive Reporting Due April 13th
Report on Data through March 31st Planning Grants have no Mid-Year APR Data Dive Set to occur in May OneStar will select a data point from the 2017 Mid-Year APR or 2016 Final APR
