: necessary in 20% of primary schools inspected, 33% of secondary schools and 29% of special schools. 300 schools. Proportionate approach – directly related to overall performance and capacity for improvement.

Report based on analysis of progress found in 300 follow- through inspections. Identifies general and specific factors leading to school improvement. Includes 8 case studies.

At follow-through stage, most schools had improved to a stage where further inspection not required. (86% primary, 73% secondary, 75% special). Inspection as incentive or lever? ‘What helped me most has been the continuing discussion with HMI and my education authority…..’

Schools performing well, some weaknesses 2008: Education authority (EA) to provide parents with report on progress made. HMI visited random sample (25%) of schools from 2006/07 in this category Analysed EA reports
