FERC & NERC report called for improved planning Modeling of automatic actions Reduce assumptions made on timing of actions Expand entities’ external visibility More complete data sharing WECC response agreed to model relays TSS created the Modeling SPS and Relays Ad-Hoc Task Force (MSRATF) to develop and/or implement relay models WECC developed DISTRELAY model specs

5 Tpl-001-4 Accurate representation of system elements Protection will have significant impact on system performance As stated in TPL-001-4, R4, Part analysis should include: “Tripping of Transmission lines and transformers where transient swings cause Protection System operation based on generic or actual relay models.”

6 PRC-026 Ensuring load-responsive protective relays do not trip in response to stable power swings during non-Fault conditions Relay models as a part of the system model allow for PRC-026 testing as a part of the annual TPL assessment Requirement R1 criterion 4 references TPL and states relay tripping must be assessed within the annual TPL assessment

7 Updates to wecc model specifications

8 Add language If the fault persists, both ends should reopen, following the same timeline as their initial opening. If the input parameter RecloseWithFault is set to 0, when the fault persists, the second end to reclose will not reclose.

9 Include parameter “reclosewithfault”
Allows for line “testing” Set parameter to 0 to enable If the first end of the line to reclose recloses on a fault, the second end of the line will not reclose

10 Motion Change model specifications to those outlined: Include clarification that relays should be able to trigger breakers to reopen after reclosing if the fault persists Add parameter “RecloseWithFault” to allow for line testing
