Current Thinking
First Standard needs to be based on Bluetooth Specification version 1.1 including IEEE input.
IEEE assumes that ver1.1 will be fairly stable for L2CAP and below.
IEEE plans to deal with versions 1.1+ as supplements to the base standard.
