Public Leadership for Europe: Common Competence Frame - results of the follow-up research on competencies During Dutch Presidency ROI did a research on competencies for Public Leadership in Europe with the objective ‘to identify what a public leader needs to know, do and show to be effective in Brussels’ The preliminary results of the research have been shared with the Directors of National Schools and Institutes for Public Administration in October 2004 and presented to the DG Working Group on HR in November 2004 EPAN, DG meeting DSIPA

I. Agenda of the future: 2. Public Leadership for Europe: Common Competence Frame - results of the follow-up research on competencies The follow-up research in Public Leadership for Europe concentrates on further refinement and validation of the Common Competence Frame. Validation is based on in depth interviews with public leaders and senior civil servants in some of the EU-member states. Refinement of the frame includes further specification in terms of clustering and terminology. on Trans-national Curriculum Development for Public Leadership for Europe, by translating the required competencies in terms of knowledge, skills and attitudes into concrete programs. The final results of this research work will be presented during the coming DSIPA conference in October in Sunningdale (UK). EPAN, DG meeting DSIPA

HR-working Group and DSIPA-conference at the DSIPA conference in Luxembourg the chair of EPAN working group on human ressources Mrs Jacqueline Betzen informed about the agenda of the HR-working Group provide a closer link between the work of the EU Schools Directors and the EPAN Director General’s Meetings in order, specifically, to have a greater synergy between the EPAN HR Working Group deliberations and the EU Schools Directors agenda items training initiatives and training needs can rise or can be deduced from the HR working programs proposal of information exchange between the HR-working Group and DSIPA conference by reciprocal invitation of the chairs of the two groups EPAN, DG meeting DSIPA

II. The Lisbon strategy, the public sector and the impact on the EPAN Strategy of Lisbon is a priority for the Luxembourg Presidency. With respect to the future of civil service in Europe, the ‘Lisbon Agenda ( )’ is especially relevant, aiming Europe to be a knowledge based economy and demanding an increase of training and education, also for European civil servants. ‘Life long learning’ is defined as a priority for civil service in Europe (EPSU, ). The Luxembourg Presidency provided to the members of the DSIPA conference an overview of the signification of the Lisbon strategy for the public sector and of its impact on the EPAN. This presentation was made at the DSIPA conference on May 2nd 2005 by Mrs Danielle Bossaert from the Luxembourg Ministry for Public Service and Administrative reform. EPAN, DG meeting DSIPA
