2 The Organization for Security and Co-operation in Europe (OSCE)
Participating states Population registration is common to most OSCE participating States. In these States, it provides the legal and administrative framework for compliance with fundamental OSCE commitments and international standards in three distinct areas: the rule of law, the right of universal and equal suffrage and freedom of movement, especially free choice of place of residence. A functional population registration system, among other benefits, facilitates freedom of movement, free choice of place of residence and dramatically increases accuracy of voter lists. 2 01

Civil registration Legally recognized identity throughout life Civil identification Allows both the public and the private sector to reliably authenticate the identity of individuals in any transaction a) It serves to provide an individual with a unique, secure, portable and legal identity throughout life. Deduplication is the assurance through comparisons of biographic or biometric data that no enrolled person has been enrolled more than once. b) It allows both the public and the private sector to reliably authenticate the identity of individuals in any transaction because the identity of the individual has been established and verified in a system with defined parameters, securing higher levels of interoperability, accountability and auditability. Universal and accessible civil registration and Id-M systems can benefit all sectors and the economy as a whole. Identification promotes: [The list below will be displayed on a separate pop-up window] legal and human rights - by providing individuals with the legal document and proof of identity (eg birth certificate) necessary to obtain passports, driver’s licenses, open bank accounts etc and facilitates access to services such as health care, education and social safety net programs Gender - registering girls at birth and recording their marriages helps prevent early and forced marriage; marriage and divorce registration contribute to women’s ability to inherit property. Proper planning - reliable data on population size and distribution at all levels allows proper planning and monitoring of programs at the national, provincial and district levels. Governance - is critical for good governance across sectors as it forms the basis for the development, implementation and monitoring of government policies, programs and services; provides the means of holding governments accountable for their policies; and determines the extent to which services meet economic and social needs Social protection–contributes to efficient social protection programs for the poor and enables cost-effective and secure digital transactions and cash transfers Data for proper planning - reliable disaggregated data on population size and distribution at all levels allows proper planning and monitoring of programs at the national, provincial and district levels. Efficiency and effectiveness - it will pay for itself many times over by improving the targeting of services (such as health care, education and social security) and increasing the efficiency of resource allocation Business and commerce – enabling banks, non-bank financial institutions, insurance companies, mobile network operators, and other financial service providers to more efficiently meet the identification requirements for signing up new customers, including the unbanked and underbanked; enable effective identification and authentication for transactions; enhance effectiveness of transaction monitoring; and simplify management of credit information, thereby aiding in the goal of reaching universal financial access 4 01

5 Identity data collected and retained in civil registers provides the most important
proof of identity in the process of issuing official identity credentials such as an identity card or travel document linking identity information with a natural person. 5 01
