20 China Experiences Xining Experience Learned
Stage Implementation cause tender and procurement problem for ITS equipment Tender full system but allow stage implementation with price adjustment No ITS related supervising engineer to supervise ITS projects Capacity building and provide specification requirement for ITS supervising engineer Existing ITS System refuse to allow new equipment to connect Open data transmission protocol and specify integration requirement

21 China Experiences Wuhan
Motorization rate is 130 Vehicle / 1,000 habitants Public Transport LRT / MTR: 72km 3 Lines Bus :242 routes(2006) 4,152 route–km 5,486 bus Future Plan 282km of MTR by 2020 Modal Split (2015)

22 China Experiences Wuhan
Wuhan city agencies have implemented several system including: ATC System CCTV Traffic Monitoring Cameras E-Police Enforcement Cameras With Automatic License Plate Recognition Traffic Guidance System Using Variable Messages signs Public Bus Monitoring Dispatching System in 7,000 Buses Plus Smartphone Application for Information on Routes and Timetables Taxi Monitoring System Covering 14,000 GPS Taxis Bridge and Tunnel ETC System

Construction Infrastructure of Urban Roads Intelligent transportation system construction Wuhan traffic big data center The 4 application service platform The 3 demonstration application Office building Hardware environment base software and One-stop public travel information demonstration Traffic research platform Express way transportation information service demonstration Technical assistance Standard preparation Institutional capacity building Research on Key Technology Decision support Industrial service Public service data acquisition Expressway acquisition Bus data Intelligent transportation comprehensive area demonstration Adopting Public Transport Priority Measure, Traffic Management and Safely Measure for Road Corridors Wuhan 2 Wuhan 3 ITS Platform Construct a municipal traffic information center, establish four application service platform, build three data demonstration application.

24 China Experiences Wuhan Indicator Baseline Target
Average Bus Speed (kph) 24 27 Bus Service Reliability (%) 75% 82% Passenger Satisfaction (%) 75% 85% Female Passenger Satisfaction (%) 73% 85% Low Income Passenger Satisfaction (%) 80% 88%

25 China Experiences Wuhan Experience Learned
Separate agencies mange various modules without standardization or interoperability and data or information sharing has been limited Unified data / resource sharing platform and build up data center. Data capture ( variety of sensors / monitoring equipment ) analytical tools and techniques for handling big data and cloud computing to facilitate the more effective and efficient sharing of information. Integration of the existing system Open data transmission protocol Lack of support and decision-making from the Government Identify and work with a “Champion” e.g. : mayor, city council chairperson and minister

26 China Experiences Urumqi
Motorization rate is 231 Vehicle / 1,000 habitants Public Transport Bus : routes 3,086 route–km ,074 bus BRT : lines route–km bus Future Plan Build a metro system of 7 lines by km Line 1 & 2 is being constructed and will be completed in 2018 and 2019 respectively Modal Split (2010)

27 China Experiences Urumqi World Bank Component 1
4 Bus Rapid Transit Corridor Capacity Building Line km Line km Line 6b km Procurement of 152 articulated buses (18m) and 29 regular buses (12m) Project Management Finance Management Procurement Management Component 2 Comprehensive Transport Information Management System Midong Terminal Midong Depot Sangong Depot Beijiao PTI HSR North Plaza Terminal HSR South Plaza Interchange Development of comprehensive transport information management Platform to process the data and sharing mechanism Installation of optic cable network Upgrade of the existing smart card system Upgrade of existing GPS based taxi on bord equipment Component 3 Public Transport Infrastructure Construction of Terminal at Beijiao, Midong and North Square of HSR Station Construction of Public Transport Dispatching and Information Center Construction of Bus Parking and Maintenance Facility at Sangong and Midong

28 Average Passenger Boarding's Per Bus km
China Experiences Urumqi Indicator Baseline (2015) Target (2021) Travel Time (min) 52 42 Travel Speed (km/hr) 12.5 20 Average Passenger Boarding's Per Bus km 2 9 Fuel Cost (RMB/100km) 60 43 User Satisfaction 72% 83%

29 China Experiences Urumqi Experience Learned
Limited coverage of information services and insufficient means of information release Make good use of data dissemination using Internet multimedia, mobile and WeChat / WhatsApp Compiling the well defined data format code, Establish coverage area and go through the data collection Data collection is not city wide coverage Provide real time information for next arrival time and frequency. Improve the sensitivity of IC card reader to realize insulated swiping and implement different fare for short trip and transfer. ITS design not satisfying gender – based travel requirements

30 Technical Specifications People with Special Needs
China Experiences Conclusions Technical Specifications Data Format Capacity Building Open Data Identify “Champion” Gender & People with Special Needs New Technologies

31 Thank You ! This presentation was prepared by Mr. Michael Chiu, With Contributions from Wuhan, Xining and Urumqi PMO.
