3 What is CV-SALTS? What is basin planning?
CV-SALTS is a basin planning effort to address salinity on a regional basis in the Central Valley Region and Delta What is basin planning? Basin Plans are the key planning documents used by the Regional Water Quality Control Boards Basin Plans identify how a Board deals with water quality problems in a specific geographic area. The URL for our website is: By contrast, CV-SALTS is easy to remember, easy to plug into a search engine. For collaboration to be effective, stakeholders need to be able to find us

5 CV-SALTS is not the traditional basin planning approach
Collaboration between Stakeholders and Regulators Proactive rather than reactive Modeled on a similar effort in Southern California (SAWPA) Aimed at achieving salinity goals more efficiently and effectively

6 More variations from the norm…
CV-SALTS is a collaborative partnership between SWRCB and CVRWQCB CV-SALTS involves two Basin Plans and the Delta Plan CV-SALTS welcomes participation of stakeholders outside of the areas covered by these plans

7 and… CV-SALTS does not replace current regulations and (so far) does not propose to change any water quality objectives, however… CV-SALTS encourages stakeholders to get creative and develop salt management strategies that allow the Boards to regulate with a light hand

8 The Goals of CV-SALTS Address salinity in a way that sustainably protects Central Valley and Delta water resources and the environment Address salinity in a way that sustainably protects Central Valley and Delta communities and economies Engage key stakeholders early on so sustainable salinity management can be achieved equitably, efficiently and economically

10 Where we’re at today Targeted outreach to agency heads – good general awareness level. Most participate in the CVSPG Targeted outreach to dischargers – no awareness to moderate awareness to high awareness General public – PBS documentary & brochure

11 Where we hope to be soon Primary area of need: Engagement of potential project partners Bring more organizations into the Central Valley Salinity Coalition (funding arm of CV-SALTS) Create fact sheets for dischargers Provide access to funding and technical information Conduct targeted local or regional workshops Continue to meet with key agencies and decision-makers
