Collaborating on Salinity and Nutrient Management in the Central Valley Central Valley Salinity Coalition

Salts and Nitrate impacts in the Central Valley Unmanaged salts and nitrate …  Impair land, surface and ground waters  Drinking water sources  Land / Farming / Food production  Industry  Environment If not solved, will hinder business development, residential growth! 2

Central Valley Salinity Coalition (CVSC) Non-profit coalition of users of Central Valley waters  Water and Wastewater  Agricultural and Irrigation  Industry and others CVSC raises and manages funding for CV- SALTS’s planning and implementation efforts based on Executive Committee recommendations 3

Insert Customized industry/agency Slide here 4

Concerns  No easy economic solution  Salt removal  Ocean discharge  Long-term salt storage  Salts increase costs for ratepayers  Urban drinking water  Wastewater treatment  Piping Corrosion  Salts eventually impair agricultural lands  Impacts both farmers and supporting businesses  Lack of urgency today only makes the cost higher later 5

Salinity in the Central Valley The problem is caused by all the things we do with water. It will only get worse unless...  Central Valley develops a comprehensive salinity and nutrient management plan  Stakeholders implement the plan  Sufficient funds are dedicated to finding and implementing creative, workable, long-term solutions 6

The Central Valley Salinity Coalition (CVSC) request your participation in helping fund a comprehensive Salinity and Nutrient Management Plan for the Central Valley

Salinity in the Central Valley The Central Valley Regional Water Quality Control Board endorses a stakeholder collaborative process (CV-SALTS)  Goal: Develop a comprehensive Salinity and Nutrient Management Plan for the Central Valley CVSC members contributions and grants fund the work needed to complete and implement the plan 8

Central Valley Salinity Alternatives for Long-Term Sustainability (CV-SALTS ) CV-SALTS was formed by regulators and stakeholders to find long-term solutions for salinity and nitrates management, in a comprehensive consistent and sustainable manner. 9 CV-SALTS

CV-SALTS Stakeholders  CV RWQCB  Bureau of Reclamation  Dept of Water Resources and Bay Delta  Dept of Fish and Game  Cities/Counties/Special Districts (Water/Wastewater)  Irrigation and Drainage Districts  Environmental Community  Food Processing Industry  Industry, agriculture, water quality and other salt related businesses  Associations of the above  Others 10

CV-SALTS Goals Engage key stakeholders early on  Build sustainable salinity and nutrient management plan  Equitably, implement efficient and economical solutions  Protect beneficial uses Develop creative solutions  Regional approaches to improve local issues  Local solutions that benefit the region’s goals  Update and implement regulations through stakeholder participation 11

CV-SALTS Working Committees Executive  Technical Advisory  Economic and Social Impact  Public Outreach and Education Successes and Products  Video Documentary  Salinity Economics Report  Salinity Strategies Report  Work Plan Outline and Schedule  Engagement and Awareness 12

CV-SALTS Current and Future Projects Salt and Nitrate Source Pilot Study Beneficial Uses and Objective Study Data collection, modeling/monitoring Salt and Nutrient Management Plan Regional Implementation Plan for Regulatory / Non-Regulatory Solutions Basin Plan Amendments Infrastructure to implement plans 13

CV-SALTS Challenges Increasing threat of salt and nitrate to the Valley’s water supply Funding planning and implementation Increasing stakeholder participation Geographic diversity (two Basin Plans) Uncertain economic climate Time limit – 5-7 years 14

Modeling after success stories (Santa Ana, Australia) etc. 16

Stakeholder Efforts Work 17 “The boards should emulate the model created by the Santa Ana Regional Water Quality Control Board, which created a stakeholder task force that led to robust research, consensus building and a largely re-written basin plan in 2004. Stakeholders …funded the basin plan update.”

What is at Stake? Reliability of high quality water supply Temporary fixes are expensive and ineffective as long-term solutions Regulatory-only solutions are effective but inefficient and costly  Your industry/agency could be bearing a disproportionate share of the burden  Nobody can speak for you or your interest better than you  Participation in CVSC is your opportunity to develop a better and cost effective way to protect your water and meet regulatory requirements 18

You Need CVSC! Why should you be a member of CVSC?  Efficient use of combined resources and grants  Proactive approach for regulation development  Regional solution implementation 19

We Need You! Why should you be a member of CVSC?  Research opportunities  Science based solutions  Proactive vs. reactive approach  Alternative approaches supported 20

If We Fail… A failed stakeholder effort will force Regional Board back to traditional regulatory approaches to develop and expand salinity control regulations using only the tools within its jurisdiction 21

If We Fail… Compliance under traditional approach  Can not compel non-regulatory approaches  More costly than necessary  Difficult and/or or unattainable for individual regulated communities irrigators, drinking water suppliers, wastewater agencies and export/banking agencies and recycled water projects  Narrow approach may be ineffective overall 22

How can you help Provide support for CV-SALTS Become part of the solution Participate by providing funding to CVSC Participation “in-kind” (sharing research projects, participating in committees, etc.) 23

Why a Salt Solution is Important Comprehensive salinity management policy …  Necessary to address salinity issues Adverse impact to water uses in the Central Valley and to water exported outside valley Funding needed to …  Implement work plan and stakeholder efforts  Develop regulatory/non-regulatory solutions  Reduce the future cost of compliance 24

Support CVSC Become a Member Choose to be part of the solution A pro-active effort today could save you money tomorrow Minimize future adjudications and regulation that may have negative impacts on your area 25

Industry Specific Slides Develop a slide or 2 for each Wastewater dischargers Water supply and irrigation Ag associations and coalitions Cities, Counties, and local land use Environmental and EJ groups Recycled water project proponents IRWM or watershed groups Industry and business groups OTHERS 26

Next Steps Contact Info — Presenter: — — CVSC: Questions When can you Join? 27

If you manage farmland for a variety of foods crop  Your industry is impacted by the amount of salts in the water your receive or the wastewater you produce.  Salts left after irrigation impair lands. Irrigation itself moves salts from soils into the groundwater underneath  Crops are impacted by salty water at the root zone. Your production may be limited to certain salt tolerant crops, that could be less marketable that other products 28

If you are a Water or Wastewater Treatment Service Provider  Your business is impacted by the level of salts in the water your deliver or the wastewater you treat.  Water:  Source water change to higher quality water  Deeper groundwater  Surface water  Additional treatment for salts including RO  Wastewater:  Additional treatment for salts (RO)  Source Control impacting all water users  Recycled Water hindrance 29

If you are _______________  Your business is impacted by the level of salts  HOW:   RESULTS:  30
