6 Resilience – reaction to events
Reaction to events - These reports have all had recommendations The UK Roads Liaison Group produced a report ‘Lessons from the Severe Weather February 2009’ that led to updated guidance for winter service practitioners. The following year an independent review into the response of England’s transport system to severe winter weather was announced by the then Secretary of State on 30th March 2010; Lessons Learned from the Severe Weather of Winter Transport Resilience Review: A review of the resilience of the transport network to extreme weather events – this was published in 2014. Then in 2016 the National Flood Resilience Review, this time from the Cabinet Office and Defra but with input from the DfT.   The National Infrastructure Plan for Skills 2015

7 Resilience - scope Transport resilience is a multidisciplinary area. It should encompass a holistic approach to how we design, build, maintain and deliver our transport infrastructure. We need to think about our approach to a range of issues; Sustainability – is what we do today right for the Future? Adaptability – things are uncertain, how do we build that in? Responding to a range of impacts Security Environmental Economic Technological change How do we resource both in physical terms but also in people terms?

8 Resilience - CIHT view CIHT continues to makes the case for certainty and continuity of investment across all networks CIHT continues to develop the case for increased investment in skills development and promoting diversity and inclusion across our workforce CIHT calls for resilience assessments to be a statutory requirement to identify the UK’s vulnerable areas. CIHT has called for security considerations to be embedded throughout the sector. Continue to call for resilience assessments (by all transport asset owners: highways, rail, aviation) to be made a statutory requirement to identify the UK's vulnerable areas. CIHT is undertaking research into local transport infrastructure
