2 Coordinated Assessment System (CAS) Update
11/29/2018 Coordinated Assessment System (CAS) Update Goal: standardized and automated assessment tool to document needs of individuals with DD – independent living skills, health, behavior, and caregiver stability Assure conflict-free assessment process that meets CMS requirements Foundational to fostering an equitable set of services for DD Build consistent data set across all NYS populations using Medicaid LTSS (IT integration with UAS) Two years of verification – agency case studies & application of tool for specific populations in study of random and stratified groups Preliminary report will be based on the random sample analysis. A second report will be completed in the beginning of 2016 based on the analysis of the stratified sample.

Timeline: CAS IT system to be available in the UAS-NY: 2/1/16 TABS/CHOICES updates/build: 3/1/16 Webinars/meetings with stakeholders: February and March State staff to be trained: Week of 2/22/16 Use of CAS begins with identified groups: March Individuals to be assessed (adults ages 18 years or older) are; we anticipate: Newly eligible (first time eligible) Self-directing with budget authority Template funded Receiving residential services (beginning with IRAs) Eligible for the FIDA-IDD

5 CAS Implementation What to Expect:
Contact will be made by assessors to individual or support giver to schedule interviews after eligibility has been established by DDRO or for a member of the identified groups. Interviews will be scheduled at a time and place desired by the person. Individuals eligible for OPWDD supports will participate in the assessment process as fully as desired or possible. People who are knowledgeable of the individuals strengths and needs will be included in interview.

WebEx presentations with stakeholders Written communication and Frequently Asked Questions (FAQs) on website MSC training on CAS and the CAS output reports for use to inform person centered planning processes Transformation Panel representatives will be on subcommittee focused on acuity determiners

7 Timetable for CAS Adoption
Immediate use: CAS summaries will be available in CHOICES within 24 hours of completion. Information from the CAS will be available for person-centered planning purposes. Data collected during the initial phase-in of the CAS will be used in the development and testing of models to be used for the CAS acuity and rate rationalization applications. Remember, it will take years to fully integrate into NYS’s system of supports for individuals with IDD.
