5 Reorganization Approach
Meeting with Branch Chiefs and Division Director held April 13, 2011 to: Review Customer Requirements and Expectations Review Human Resource Capabilities (i.e., skills, levels, growth) Brainstorm and Discuss roles and methods to help BECD: Identify opportunities to do things more effectively, do things better, and take a fresh look at how to do business. Identify ways to stretch and challenge employee performance. Create ways to be more strategic with contracting (i.e. utilize resources across branches, identify new Strategic Sourcing possibilities, etc.) Follow up meetings were held to further define roles that would provide developmental opportunities, define communication plans and finalize structure. Key Changes & Benefits Merging of OBP and OFO work will result in increased flexibility and efficiency opportunities for both Business Partners. Assuming responsibilities for Land Border Initiative (LBI), Non-Intrusive Inspection (NII) and Arizona Joint Field Command create teaming opportunities and exposure to different types of contracting for BECD employees. Created new position focused on best practice identification, best practice sharing, and mentoring for innovation and efficiencies. This position will: Help move best practice sharing into best practice application Provide a Developmental Opportunity for High Potential GS 14s If successful, provides a “new leader” pipeline for the Branch Chief level (succession planning) Border Enforcement Contracting Division Overview April 2011

7 Division Leads for Efficiency and Innovation
This role is developed to identify efficiencies and innovation used in BECD and spread these practices throughout all branches. These Leads will: Identify and document creative and efficient practices used by COs and CSs across all Branches. Identify more effective or efficient procurement options that might otherwise be overlooked or underutilized. Provide coaching and mentoring to Contracting Officers and Specialists in the utilization of the various contracting vehicles and practices. Provide regular reporting to the Division Director and Branch Chiefs. Provide recommendations on how to increase overall efficiency and innovation within BECD. 8 Border Enforcement Contracting Division
Provides contracting and acquisition services to Office of Border Patrol and Office of Field Operations. Consists of three Branches (BPEB-EO, BPEB-WO, and FOEB). Procures supplies, equipment, and services. Major Programs supported include, Southwest Border Transportation, Non-intrusive Inspection, Arizona Joint Field Command, DHS-Wide Canine Contracting, and the Land Border Initiative. Serves as strategic advisor; provides long-term planning for complex procurements; and works with the Office of Chief Counsel on the preparation of documents and testimony, and negotiations for procurement litigation. 9 Border Patrol Enforcement Branch - Eastern Operations
Provides contracting support for the Office of Border Patrol (OBP) Headquarters and the following Sectors, as well as across the Division and Procurement Directorate: Ramey, El Paso, Marfa, Del Rio, Laredo, McAllen, New Orleans, Miami, Buffalo, Detroit, Grand Forks, Swanton, and Houlton. Plans, awards and administers contracts; monitors and evaluates contractor performance; manages and oversees contractor payment; administers disputes, claims and terminations, and ensures successful completion of all activities required under the contract. 10 Border Patrol Enforcement Branch - Western Operations
Provides contracting support for the Office of Border Patrol (OBP) Headquarters and the following Sectors, as well as across the Division and Procurement Directorate: Spokane, Havre, Blaine, Yuma, El Centro, San Diego, and Tucson. Plans, awards and administers contracts; monitors and evaluates contractor performance; manages and oversees contractor payment; administers disputes, claims and terminations, and ensures successful completion of all activities required under the contract. Provides contracting and acquisition services in support of twenty (20) Office of Field Operations (OFO) Field Offices, as well as across the Division and Procurement Directorate. Acquires commodities and services to support the Ports of Entry, including License Plate Readers, Land Border Initiative, Narcotics Destruction, and Field Support. Plans, awards and administers contracts; monitors and evaluates contractor performance; manages and oversees contractor payment; administers disputes, claims and terminations, and ensures successful completion of all activities required under the contract.
