1 What can the urban audit contribute?
Urban UN SDG What can the urban audit contribute?

2 Goal 11. Make cities and human settlements inclusive, safe, resilient and sustainable

3 Housing target and indicator
11.1 By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums Proportion of urban population living in slums, informal settlements or inadequate housing

4 Possible European indicators
By degree of urbanisation from SILC % overcrowding % housing cost burden % inadequate housing (dwellings lacks a bath or a toilet, has a leaking roof or too dark) At the city level Is it easy to find a good house at a reasonable price?

5 Transport target and indicator
11.2 By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons Proportion of the population that has convenient access to public transport, disaggregated by age group, sex and persons with disabilities

6 Access to public transport

10 Land use change target and indicator
11.3 By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries Ratio of land consumption rate to population growth rate 11.3.2* Percentage of cities with a direct participation structure of civil society in urban planning and management which operate regularly and democratically

11 European indicator City or FUA level
Artificial area from urban atlas per inhabitant and changes over time (frequency every six years) Impervious area per capita (every three years) Built-up area per capita from GHSL (annual?)

12

13 Heritage target and indicator
11.4 Strengthen efforts to protect and safeguard the world’s cultural and natural heritage 11.4.1* Share of national (or municipal) budget which is dedicated to the preservation, protection and conservation of national cultural natural heritage, including World Heritage sites No European data

14 Disaster reduction target and indicator
11.5 By 2030, significantly reduce the number of deaths and the number of people affected and substantially decrease the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a focus on protecting the poor and people in vulnerable situations 11.5.1* Number of deaths, missing people, injured, relocated or evacuated due to disasters per 100,000 people

15 Environmental target and indicator
11.6 By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management Percentage of urban solid waste regularly collected and with adequate final discharge with regard to the total waste generated by the city Annual mean levels of fine particulate matter (e.g. PM2.5 and PM10) in cities (population weighted)

16

17 Green space target and indicator
11.7 By 2030, provide universal access to safe, inclusive and accessible, green and public spaces, in particular for women and children, older persons and persons with disabilities The average share of the built-up area of cities that is open space for public use for all, disaggregated by age group, sex and persons with disabilities 11.7.2* Proportion of women subjected to physical or sexual harassment, by perpetrator and place of occurrence (last 12 months)

18 A walk to the park Instead of share of green space
Green space accessible within a short walk or Population without access to a green space of a minimum size Update frequency very six years Public access

19

20 Planning target and indicator
11.a Support positive economic, social and environmental links between urban, peri-urban and rural areas by strengthening national and regional development planning 11.a.1* Cities with more than 100,000 inhabitants that implement urban and regional development plans integrating population projections and resource needs

21 Integrated policies and plans target
11.b By 2020, substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans towards inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with the Sendai Framework for Disaster Risk Reduction , holistic disaster risk management at all levels

22 Integrated policies and plans indicator
11.b.1* Percentage of cities that are implementing risk reduction and resilience strategies aligned with accepted international frameworks (such as the successor to the Hyogo Framework for Action on disaster risk reduction) that include vulnerable and marginalized groups in their design, implementation and monitoring

23 Resource-efficient buildings target and indicator
11.c Support least developed countries, including through financial and technical assistance, in building sustainable and resilient buildings utilizing local materials 11.c.1* Percentage of financial support that is allocated to the construction and retrofitting of sustainable, resilient and resource-efficient buildings

24 Conclusion Urban SDG is a mixed bag: some targets have EU relevance, some indicators are measurable Important to monitor at city level and valorises city statistics How to highlight the contribution of the urban audit/city statistics to this agenda?
