1 MATRIX Missouri Analytical Traffic Reporting Information Exchange
Missouri Traffic Safety and Blueprint Conference 2016 SAC Director Mark Ritchey, PhD

2 Overview Introduction Missouri’s Model Project Phases
Goals of Missouri

3 Statistical Analysis Center
What is the SAC? The mission of the Missouri Statistical Analysis Center is to provide research, technical, and statistical analytical support to federal, state, and local authorities, policy makers, and citizens of Missouri. Standard reports for both crime and traffic safety Access to traffic safety, Uniform Crime Report, Criminal History data Traffic crash mapping

4 What is the MATRIX? Forecasts traffic crashes
Predictive statistical model Identifies potentially adverse locations Encourages smart policing Information exchange for all law enforcement agencies in Missouri Provides traffic crash forecasts Endorses collaboration Promotes electronic reporting

5 Projected Model Fatal/Severe Injury Crash = Location + Weather + Crash Conditions + Traffic Speed Dependent Variable: Fatal/Severe Injury Crash Independent Variables: Location = where the crash occurred Weather = historical and forecast data from the National Weather Service Stations Crash Conditions = road curvature, elevation, road conditions, and etc… Traffic Speed = the average speed of motorists on a given road segment

6 Missouri Model: Bins 5mi x 6mi grid Clipped by Missouri boundary
Average area = mi² Ideal size? 2D is only a snapshot! Think in terms of 3D to incorporate time Column = Bin Row = Time

7 Missouri Model: Road Segments
Each black line is a road segment 344,284 road segments Segments vary in length Easier for geometric measurements Allows for better speed variable Time applied similarly to bins

8 Missouri Model: Weather
Identify weather stations in Missouri Variables Temperature Precipitation Wind speed Sunrise and sunset times Can be tied to either bins or road segments Coverage?

9 Weather Station Coverage by Bins and Segments

10 Missouri Model: Speed Speed data available for road segments
Breakdown of speed ranging from every two minutes to every hour Example: Boone, Callaway, Cole, Moniteau Issues Segment length Incorporate into bins? Vehicle miles traveled or congestion

11 Missouri Model: Enforcement
Automatic Vehicle Locator MSHP patrol vehicles equipped with gps tracker GPS pings every 0.2 miles or every 60 seconds Assessment check Determine measurement of enforcement Based on pings Based on time

12 Enforcement measurement by road segment

13 Enforcement measurement by geographic bin

14 ? Missouri Model Bins Weather Speed OR Historical Crash Data
Road Segments

15 Project Phases Phase I: Acquisition of necessary infrastructure
Phase II: Preparation of the data Phase III: Development of predicative models Phase IV: Testing and Evaluation of analytical models Phase V: Deployment in the field Phase VI: Development of information exchange portal Phase VII: Feedback and evaluation

16 Project Goals Reduce fatal/severe injury crashes
Increase proactive policing Increase participation in electronic crash reporting Increase law enforcement collaboration Spur innovation
