1 20th April 2016 Teleconference
36th IG Meeting South Gas Regional Initiative 20th April 2016 Teleconference

2 Agenda Opening Welcome
Minutes of the last meeting and agenda of this meeting (for approval) CMP: common methodology of OSBB in the Region Final approval of the OSBB procedure (for approval) Timeline for implementation (for discussion and approval) Interoperability NC. Latest developments and next steps in the Region (for information by NRAs and TSOs) Proposals for the new SGRI Working Plan (for discussion) AOB Calendar for the next meetings

3 II. CMP: Common methodology of OSBB for the Region. II
II. CMP: Common methodology of OSBB for the Region. II.1 Final approval of the OSBB procedure Last changes: No restriction of renominations when the BB is launched. In order to avoid opportunistic behavior, shippers who have sold capacity in the BB and renominate downwards during the gas day will not be paid by TSOs for the equivalent amount of nominations been bought back. Clarification of the pro-rata mechanism when the BB procedure cannot provide the reduction of nominations required by TSOs, as well as which users are affected. The most efficient BB mechanism must be chosen in PRISMA by the TSOs (call for offers versus reverse auctions). The mechanism must be as simple and efficient as possible to guarantee that a OSBB mechanism is correctly designed to lead a low use of the BB procedure.

4 II.2 Timeline for implementation
II. CMP: Common methodology of OSBB for the Region. II.1 Final approval of the OSBB in the Region II.2 Timeline for implementation Final Approval: OSBB scheme NEXT STEPS Final version for approval Web publication: ACER, ERSE, CRE, CNMC Deadline for OSBB to be implemented: November 2016

5 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Rules for flow control. Measurement principles for gas & quality Rules for the matching process Rules for allocation of gas quantities Communication procedures in exceptional events Settlement of disputes Amendment process of Interconnection Agreement Common data exchange solutions

6 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Rules for flow control. Designate the TSO who is responsible for steering the gas flow across IP. Matching process. OBA correction Flow control arrangements. Quantity of gas. TSOs: Where is this information available?

7 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Measurement principles for gas & quality Description of the metering station Gas quality parameters and ranges. Data validation. Data frequency and content Signals and alarms Access to measurement facility, verification, modification, calibration, etc. Etc. TSOs: Where is this information available?

8 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Rules for the matching process: Rules of the communication and processing Matching rule for nominations and renominations Provision of data exchange for the marching process TSOs: Where is this information available?

9 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Rules for allocation of gas quantities Operational Balancing Account: as close to zero as possible. OBA takes into account characteristics of IP, linepack, capacities, gas flow dynamics. If other rule different to OBA is followed this rule must be published and network users are invited to comment. TSOs: Where is this information available?

10 III. Interoperability NC
III. Interoperability NC. Latest developments and next steps in the Region Interconnection Agreement: Each IP TSOs must ensure: Communication procedures in exceptional events Possible impact on quantities and quality Possible impact on confirmed quantities Expected and actual end of the exceptional event Settlement of disputes. Amendment process TSOs: Where is this information available?
