NRAs welcome the TSOs studies on capacity calculation and maximization Interconnection Points (ENAGAS & TIGF) (ENAGAS & REN), to comply with the CAM NC (EU): Article 6.1 of Regulation (EU) nº 984/2013, of 14 th October 2013, states that: “(a) In order to maximise the offer of bundled capacity through the optimization of the technical capacity transmission system operators shall take the following measures at interconnection points, […], the transmission system operators shall establish and apply a joint method, setting out the specific steps to be taken by the respective transmission system operators to achieve the required optimization. 2. However, the studies:  Give little information about hydraulic simulations.  According to the text, capacities could be completed with a dynamic approach; i.e. giving information about additional capacities in spring and summer, interruptible capacities to be offered, etc.  They can be improved giving information about additional capacities and probabilities associated.

CMP: last development of OSBB proposal NRAs reaction to OSBB proposal NRAs welcome the proposal evaluating it positively, as a first step in the right direction to comply with European and national rules. NRAs appreciates the TSO efforts and recognize the proposal as a good starting point to implement OSBB in a coordinated way. NRAs ask TSOs when it would be possible to implement the Proposal. The implementation date should be adapted to the application of daily auctions: November 2015. SGRI will send the Proposal to SGRI Stakeholders Group for public consultation. NRAs and TSOs must set up deadlines for completing the process asap

11 11 IV. Balancing NC implementation in the three countries FRANCE The “Trading region South”, a single market zone including GRTgaz South zone and TIGF, was implemented from 1 April 2015. Balancing NC implementation in the three countries SPAIN In September 2014, GTS (the Technical System Manager, the agent in charge of the balancing) and Enagas –following article 52 - sent a justified request to the CNMC asking for an extension of the period to implement the code – by 1 October 2016. In October 2014, CNMC accepted the request. The answer was also sent to European Commission and ACER. The CNMC proposal of “Circular” to regulate the gas balancing was submitted to Public Consultation until 23 March 2015. http://www.cnmc.es/es-es/energ%C3%ADa/consultasp%C3%BAblicas.aspx The Circular has been reviewed taking into account the responses received. It is expected to be approved by the CNMC Plenary by the end of July.

Balancing NC implementation in the three countries PORTUGAL In February 2015, ERSE received from REN Gasodutos (TSO) – following article 52 – a justified request asking for an extension of the period to implement the code – by 1 October 2016. In April 2015, ERSE accepted the request. The public consultations to approve the new framework regarding Balancing NC, are foreseen for the 2 nd semester 2015.

15 15 Interoperability NC. Latest developments and next steps in the Region Regulation (EU) 2015/703 of 30 April 2015 establishes a network code on interoperability and data exchange rules. According to article 5 ENTSOG published a template to evaluate the draft interconnection agreement covering the default terms and conditions set out in articles 6 to 10. ENTSOG has published the draft template. The objective of the ENTSOG template is to set out the default terms and conditions that TSOs must conclude when they fail to agree on one or more rules established in the code. By 31st August, NRAs can provide an opinion to ACER on the compliance of the template with national laws.

16 16 Interoperability NC. Latest developments and next steps in the Region Next steps NRAs to guarantee the compliance of the template with national laws. NRAs and TSOs in cooperation will supervise the transparency of the current interconnection agreements at the IPs in the Region. In particular: Rules for flow control Measurement principles for gas quality and quantity Rules for the matching process Rules for the allocation of gas quantities Communication procedures in case of exceptional events. By 1st November 2015, according to the SGRI WP 2015-2016 it need to be done: Definition of specific actions and measures to be taken in coordination with NRAs, TSOs and stakeholders, on the harmonisation of Gas year / Gas day / Nomination and renomination procedures / Data exchange

19 19 VI. Infrastructures VI.2. Preliminary assessment of the candidate PCIs Project promoters/TSOs sent to NRAs the Project Specific - CBA results following the ENTSOG methodology. Every NRA gave the preliminary assessment to ACER as “hosting” or “non hosting country”, stating if any objection existed for a project candidate to be included in the PCI list. EC required TSOs to send CBA results to NRAs interested in receiving the information (non hosting country). NRAs have given the assessment to ACER, on 18 June 2015, on the online survey. One coordinated answer for a candidate PCI or PCI group was submitted. Next Regional Group meeting is still not scheduled.
