There are the four BRAC-impacted installations in close proximity to Washington DC. While there are many definitions for NCR, we believe that these define the universe as it relates to major BRAC design and construction activities. As stated earlier, the Fort Belvoir piece ($3.4M) dwarfs all other installations, and constitutes the majority of the $5.4M planned within the NCR. Fort Belvoir also represents the most diverse group of customers and facilities including administrative space, hospitals, and secure communications facilities for a variety of DoD and Army Agencies. Detrick activities are primarily associated with the construction of new USAMRIID facilities at the emerging inter-agency Biodefense Campus; Aberdeen includes administrative and laboratory space for various Army customers; and Meade represents our ongoing support to NSA infrastructure. Since the Belvoir segment is so complex and diverse, and since we expect a high level of interest and interaction with HQ elements of DoD, we have selected a C2 Structure and forward functional elements which will facilitate fast, comprehensive response in close proximity to our customers and their projects. All districts are represented and are prepared to provide functional support to NAD projects to leverage expertise and distribute the workload Command and control is from districts to their IPOs on the projects. O/o the BIO (currently under NAB) becomes an NAD Office with coordination and control responsibilities for the projects. The NAB will determine the Forward Support element necessary to support the BIO and the BIO will provide local control for that element. NGA BRAC05, FY 07, Integrated Design-Bid-Build Scope: $1.2B for NGA relocation and consolidation into 2.4 M square foot office building. Includes SCIF, data center, 10 MW power plant and remote delivery facility. Status: Project is fast tracked and the design is over 15% complete Milestones: 6 APR-30 MAY – RFP AUG 07 – Award IDBB contract with NTP Sep 07 MAR 09 – Data Center operational APR 11 – Construction Complete COL Mueller: Estimated $1 B construction project, consisting of a single large secure office building, approximately 2.4 M square feet with supporting central utility plant, data center, structured parking, and visitor control center. USACE is utilizing an innovative acquisition strategy, called IDBB, or integrated design-bid-build, in which the construction contractor is selected early in the design cycle and works collaboratively as part of the PDT to allow the team to take advantage of the builder’s expertise on cost estimating, materials and methods, and market conditions. Community Hospital BRAC05, FY 08, Integrated Design-Bid-Build Scope: $ 498M for 871k square foot hospital complex with central energy plant, helipad, and 2600 vehicle parking garage. Status: On 25 May DEPSECDEF approved acceleration and increased scope - PA increased to $750 M. Infrastructure BRAC05, FY 08-10, Design-Bid-Build Scope: $152M for roads, bridges, utilities, and other infrastructure to support BRAC projects on Fort Belvoir (EPG and main post) Status: Currently reviewing and prioritizing needs and apportionment of costs between projects. Milestones: Backlick/Barta Intersection Improvements; EPG North Loop Road Utilitities Jan 08 EPG Roads and Related Improvements; Main Post Franchised Utilities Sep 08 Main Post Transportation and Security Improvements Jan 09 COL Mueller: FY08 BRAC, Belvoir Infrastructure, PA $152 M. Project incrementally funded: FY08: $20 M, FY09: $91 M; FY10: $41 M. Project scope includes roads and utilities to support BRAC projects at EPG and Main Post. NAB conducting scope and cost validation and prioritization, draft report expected in early June. Preliminary results currently being reviewed by NAB and Fort Belvoir DPW indicate total requirement to meet mission needs $339 M, indicating a shortfall of $187 M. Also appears likely that first increment of $20 M in FY08 is insufficient to support priority needs; impact will be that tenant projects are unable to be completed by BRAC deadline. Way forward: 16 May - USACE and DPW will meet to review estimates and priority; 22 May - draft results will be discussed with BRAC tenant projects; 1 Jun - draft report on Infrastructure Cost Validation and Priotiziation available; DPW will submit report with request for additional funds through IMCOM to ACSIM. 27 November 2018 PM: (NAB)

Private Funding, FY 09 (est), Design-Bid-Build Scope: $150M for 200k SF world class museum to serve as the capstone of the Army Museum System. Includes main museum, parking structure, parade field, amphitheatre, memorial garden, macro storage facility, and macro demonstration site.
