2 Project Overview Initial Project Goals (per Aug 2007 Certification)
Provide a roadmap, project schedule and fundamental application architecture design to allow the agencies to meet their ever-changing business requirements. Modify the ONGARD application to allow easy access to any GIS mapping application utilized within the three agencies Provide improved security and audit-ability Transition from inflexible, legacy mainframe systems to less expensive and more adaptable system Simplify operating environment Reduce cost of ownership Correct legacy system deficiencies Provide a common data repository for the Tri-Agencies Properly reflect complex business rules in the database Standardize use of primary identifiers (OGRID, PUN etc) Add GIS reference points to data structure 2

3 Project Overview Initiation and Planning Goals (per Aug 2007 Certification) Validate the agencies’ high-level requirements documented in the 2004 ONGARD Needs Assessment and 2005 Harry Beck study. Organize requirements to facilitate creation of new system selection criteria and analysis of potential solutions Develop a proof-of-concept MS SQL Server database Develop a benchmark for porting the system from the mainframe Issue an RFI to collect input from potential software vendors Form an interagency team and investigate implementations done by other states Document the architectural design alternatives Develop and document the proposed migration strategy Develop and document justification and plans for the next phase of the ONGARD Modernization project. Finalize and execute IV&V contract for the next phase Engage Agency Personnel in the Solution 3

4 Funding History The 2007 Legislature initially funded the ONGARD FY08 C-2 for $500,000 This funding supported the Initiation and Planning Phase of ONGARD Modernization DoIT initial certification approved in August 2007 for first phase The 2008 Legislature funded an additional $1Million to begin project implementation Because of overall budget deficiencies and the economy, the $1Million reverted during the 2010 Legislative Session The Initiation and Planning phase was completed in March 2010; spent $495k 4

5 Initiation & Planning Results
Updated business process documentation from prior studies Prepared data model to match current business need Formed multi-agency team to analyze other states to explore best practices and solutions, especially COTS implementation Benchmarked existing mainframe code using Function Point Analysis model Executed successful Proof of Concept conversion of some mainframe COBOL to MS Studio COBOL Prepared Strategic Roadmap outlining strategy for next steps in ONGARD Modernization In conjunction with SLO, evaluated Land Management COTS and spun off this project to SLO when ONGARD Modernization funding was reverted and no additional funds were available 5

6 Initiation/Planning Phase Deliverables Outstanding
Project Plan for Implementation Phase No plan developed due to uncertainty in funding Next C-2 request FY11 request was not funded FY09 $1M reverted Do not anticipate available funds for FY12 C-2 Database Design Changing priorities and split of SLO Land Management made this unneeded at this time Design must be done when SLO solution is finalized Final Roadmap Initial Roadmap design was based on available technical solution which must be refreshed when the project is reopened 6

8 Summary Recommendations
Close the ONGARD Modernization Project Work closely with SLO to keep ONGARD mainframe and server applications in synch with SLO Land Management As possible, move select “bite sized chunks” of ONGARD mainframe code to server Target items identified during server migration prototype that cannot be converted such as notices process Utilize SharePoint to enhance web capabilities Continue to track developments in technology related to code migration from mainframe to server Track development of COTS functionality for Oil and Gas tax processing Be prepared to submit ONGARD Modernization funding requests when money is available 8
