3 When do we use the JPA2 System?
ELECTRONIC SUBMISSION Per DM-2, Chapter 10.5.A – following permit types must be created and submitted using JPA2 Expert System GP-11 Small Projects Standard Application Packages For GP-11’s – other GP’s can be attached to the electronic permit Some GP-s such as GP-3, GP-8 can be attached to a GP-11. Other GP’s may present a problem if they are not owned by PennDOT. For example if a PennDOT project involves a GP-5 for a utility crossing – the utility owner must file the GP-5. So the GP-5 could not be attached to the GP-11. GP-5’s are also typically reviewed by the County Conservation District.

4 When do we use the JPA2 System?
PAPER SUBMISSIONS! Local Projects CANNOT be submitted Electronically: If the project is a local project, the use of the JPA2 Expert System and electronic submission is not currently offered. The electronic submission is not currently allowed because the Department may be improperly identified as the permit applicant. These permit applications will have to be printed out and the paper copies submitted to the DEP Regional Offices for their review. Other permit types such as Maintenance Permits (Exx-9999 permits, GP-1, GP-7, etc) can be created in JPA2 but cannot be submitted electronically District based decision if these permit types are created in JPA2.

5 GP’s, Small Projects and Standard Permits
If you are developing a Small Projects Permit or a Standard Permit Application – all of the facilities and impacts need to be discussed in the permit application but you do not need to attach separate GP forms for other activities.

6 GP-11 & GP-8 If you are developing a GP-11 that will require a GP-8 for the temporary conditions then you must attach additional info to the GP-11 permit including: In the Project Description – discuss the temporary conditions Attach the completed GP-8 Registration Form in the project description folder (before Release 5.0 – August 2009) The information related to the temporary conditions must be included in the permit application. Temporary Causeways do NOT need to be included in the DEP Sub Facilities Temporary Wetland Impacts must be included in the DEP Sub Facility Data

7 GP-11 after Release 5.0 (August 2009)
When JPA2 is updated in August 2009 a GP-11 Checklist will be added to the GP-11 applications that are in progress. At this time you will simply have to use the checklist to indicate you are submitting a GP-8 with your GP-11. You will no longer need to attach a completed GP-8 registration form with the GP-11 application. We have notified the Municipality and County (ACT 14 Notification) We hereby notify the Department that BDWM-GP-8, Temporary Road Crossing will also be utilized during the maintenance activity.

8 Process – Authorized Editors
District JPA2 users can see all applications associated with their District District users and Consultants can only edit applications on which they are selected as authorized editors When you create an application, you are automatically listed as an authorized editor District Administrators can edit all applications associated with their District

9 Process – Who Submits the Permit
Only PennDOT can submit the permit. In order for a PennDOT employee to submit they either have to be listed as: Authorized Editor Or be a District JPA Administrator DEP only sees the applications AFTER PennDOT submits the application DEP T-21 staff have statewide clearance and can review and edit submitted applications in any region

10 Process – Approvals For GP-11- DEP will approve it electronically in the JPA2 system but a letter will still be sent acknowledging the registration to use the GP-11 permit This letter should be uploaded to our PennDOT files folder in the JPA2 system DEP uploads a copy into their EFACTS system For Joint Permit Applications (standard or small) An Acknowledgement of Permit Conditions letter is sent to PennDOT for signature. PennDOT signs accepting the conditions of the permit. The permit is not valid until this signed copy is received by PADEP.

11 Process – File Attachments
HEC-RAS and/or WMS files Zip files for existing, proposed and temporary conditions into 1 zip file and attach in the H&H Input/Output Folder Maximum Total Application size is 70 Meg Use the optimize or smaller file size options in Adobe to reduce the PDF file sizes Can folders be eliminated? Yes if they are Optional – You must check out the document, change the status to “do not include” and then you can delete the folder.

13 Determine if Folder Required or Set to Include?
If it is a folder that is not Required – it can be deleted. But you first must change the “Include” to No. Checkout the document. Select the “Include” button which will switch it to “No” for Include. Then you can select “Delete” to delete it.

14 Process – File Naming Convention
Files are not received by the DEP system in the same folder format as the JPA2 System. Naming files instead of by Appendix or attachment 1,2 etc makes it easier for the DEP reviewers to locate the applicable files: For example: SR 30 Project Description.pdf SR 30 H&H Report Narrative.pdf SR 30 Hydrology.pdf SR 30 HECRAS.zip SR 30 E&S Report.pdf SR 30 E&S Plans.pdf SR 30 Photos.pdf SR 30 Wetland Delineation.pdf SR 30 PNDI Info.pdf SR 30 Bridge Plans

15 GIF Questions In GIF, for a project that is a replacement of an existing structure, is the existing structure considered an existing facility. If the existing bridge has not been altered in the past years, it would not have an existing Facility ID. In this case the answer is NO to the “will this project involve” questions. If the project has been modified or permitted and has an existing Facility ID, answer the questions and provide the associated Facility ID. H&H Website

16 GIF Questions What is the “list of authorizations” affected by the land use policy in question 1 of the Project Information in the GIF The PADEP document explains the authorization types: For 105 General Permits it is not required – so you can answer NO to question 1 and do not need to fill out the rest of the questions Small Projects and Standard Permits require that the information be completed. 17 DEP Facility Data When do I check the Replace Existing Box in the structure data? For the proposed structure you check the replace existing button. When entering wetland impacts the fields are limited to the When impacts are less than 0.005, should we round up ot 0.01? YES. Wetland impacts should be rounded up to the hundreth place. Note permanent and temporary wetlands should be entered separately. If you are using a GP-11 and have or less impacts also check the deminimus impact checkbox H&H Website
